Job description
Assistant Director (System Controller)

Location: Cape Town, CBD, Western Cape, South Africa. Salary Level 9.

Job Purpose

Provincial Treasury, Western Cape Government has an opportunity for a suitably qualified and competent individual to provide financial system support services, advice, guidance and capacity building services to financial system users.

Minimum Requirements
  • Appropriate 3‑year National Diploma / B‑Degree (equivalent or higher qualification).
  • A minimum of 3 years experience of financial system administration and user support.
  • A valid code B (or higher) driving licence.

Key Performance Areas
  • Render transversal support and maintenance of the financial systems and system access security and controls.
  • Provide support in the management of the reporting processes of the financial systems.
  • Provide capacity building in Provincial Departments to enhance the effective utilisation of the financial system.
  • Implementation of applications and financial systems.
  • Monitor compliance and enforcement of prescribed legislation, policies and guidelines relating to all financial system processes.
  • Operational and financial management.
Advantageous Experience
  • Fabric or Azure designing, building and maintaining scalable ETL pipelines and data models.
  • Power BI analysis, dashboard development and data management.
  • Data‑warehousing skills, including experience in cloud environments (e.g., Azure, Fabric).
  • Automating reporting processes and business workflows.
Knowledge and Competencies
  • Local government sphere legislation; MFMA Treasury Regulations; Accounting Principles.
  • Legislation, regulatory frameworks, policies and best practices affecting the line functions.
  • Information systems that aid in the management of knowledge and information pertaining to the line function.
  • Project management, operational management practices, procurement, tendering processes, policy development, monitoring and review processes.
  • Modern systems of governance and administration; public service procedures, processes and systems.
  • Regional and local political, economic and social affairs impacting the provincial government of the Western Cape; constitutional, legal and institutional arrangements governing the South African public sector.
  • Public finance, human resources and discourse management processes; Public Finance Management Act; National and Provincial Treasury Regulations; other financial policies, prescripts, directives and collective agreements.
  • Functioning of the Province and the activities of sister departments/related functional areas; policies of the government of the day; labour relations legislation and regulations; performance management in general.

Remuneration

Salary: R R per annum (Salary level 9). Note: service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension‑fund contributions, etc.) are funded or co‑funded in terms of applicable prescripts or collective agreements.

Selection Process

Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. Candidates will also be required to complete a practical exercise, attend interviews, and may undergo competency assessments/proficiency tests.
