The Senior Health Officer will lead technical accompaniment to partner organizations implementing health projects under IRC, ensuring program quality, technical compliance, institutional strengthening, and proper execution of health activities. This role is key to ensuring partners deliver health services according to IRC standards, donor guidelines, Venezuelan national regulations, and humanitarian principles.
Responsibilities
- Lead and supervise field team with technical support in Primary Health Care and Sexual and Reproductive Health activities to partners across different states, emphasizing needs and efficient implementation.
- Support Health coordination with project portfolio.
- Ensure implementation of health field activities and programs of PHC, SRH, and Nutrition.
- Manage projects, compliance, and budget.
- Prepare data analysis reports of projects.
- Supervise health care provided by internal team and external service providers according to care protocols, national health guidelines, IRC quality standards, program SOPs, and sectoral health emergency standards, ensuring compliance with the Minimum Initial Service Package (MISP) for Reproductive Health.
- Coordinate timely access to medicines and diagnostic services.
- Maintain complete and confidential client care records and project monitoring and results tracking.
- Prepare reports on care statistics as required (daily/weekly/monthly).
- Ensure all consultations are documented and client records completed per current regulations.
- Guarantee client confidentiality.
- Ensure services respect humanitarian principles and consultations are conducted humanely and respectfully.
- Oversee complementary response services with solid follow-up on IRC referral processes.
- Develop activities to enable new services the program seeks to implement.
- Accompany visits by control entities, respond to improvement plans, and ensure regulatory compliance.
- Ensure timely and quality reporting to regulatory entities per current regulations.
- Create and adjust pharmacovigilance and technovigilance manuals.
- Design, implement, and monitor risk management plans and health committees.
- Audit clinical records to ensure quality care and follow-up.
- Create or adjust informed consent procedures.
- Create or adjust dissent formats for cases where persons refuse prescribed health care and treatments.
- Audit clinical history records including anamnesis, health conditions, habits, medication use, general physical exam, education and warning signs, nursing notes, clinical procedure records, educational components, and follow-up.
- Provide leadership and promote strong team spirit to achieve goals and professional success of staff.
- Set clear objectives and expectations for the team and provide regular, positive, and constructive feedback to direct reports.
- Provide support and mentoring to the team as needed.
- Plan, coordinate, and supervise staff work plans and training/development activities.

- Manage and provide overall leadership and guidance for health program design, implementation, and evaluation, including community outreach and integration with other programs.

- Ensure secure and accessible archiving of project results and verifiable follow-up.
- Adopt IRC's PQR system and ensure adherence within the health team.

- Articulate and establish coherent links with health sector partners and allied organizations such as foundations, shelters, NGOs, and the public sector to achieve comprehensive and collective support, increase response capacity, share lessons, and achieve synergies.
- Represent and actively participate in health tables and spaces with leadership in sexual and reproductive health and primary health care.
- Advance procurement processes for the program and conduct periodic follow-up in close coordination with supply chain and finance areas.
- Conduct audits according to IRC procedures, maintaining constant communication with program coordination and external health service providers and IRC partners.
- Oversee IRC supplier and medicine prequalification processes.
- Oversee IRC pharmacy management procedures and ensure adherence within the health team.
- Execute and control expenses according to approved budgets and projections per IRC and donor policies and guidelines.
- Ensure financial cost-efficiency of projects.
- Maintain project expense control records.
- Perform assigned responsibilities from health coordination to advance and develop IRC programs.
- Analyze primary and secondary data for results evaluation and continuous service improvement.
- Participate in institutional and inter-institutional meetings as assigned.
- Support health coordination in program design, implementation, and evaluation in Venezuela, including community outreach and integration with protection and education programs.

- Participate in workplace accident investigations and promote participation in prevention activities, safety committees, labor coexistence, road safety, and emergency brigades, reporting periodically to competent authorities and stakeholders.
- Non-compliance with safety and health responsibilities will be considered a serious offense and grounds for disciplinary measures or contract termination.
Requirements
- Professional in health areas such as Medicine, Nursing, Health Administration, etc.
- Minimum 2 years of experience in humanitarian care, preferably in crisis situations (natural disasters, migration, armed conflicts, health emergencies, etc.)
- Experience leading, managing, or supervising health centers.
- Knowledge of public health policies, national and local health regulations.
- Ability to lead multidisciplinary teams fostering collaboration and motivation.
- Analytical skills for results evaluation and continuous improvement.
- Desirable: Experience in program assessment, design, and evaluation.
- Experience in training and technical supervision.
- High knowledge of training techniques and methodologies (adult learning) for group management.
- Excellent command of Microsoft Office, especially Outlook, Word, Excel, and PowerPoint.
- Required language: Spanish; desirable verbal and written English proficiency.
