Resource Management Concepts, Inc. (RMC) seeks a Denied, Disrupted, Intermittent, and Limited (DDIL) Subject Matter Expert to guide strategy and architecture for secure mission services with constrained connectivity.

The role focuses on tactical communications, systems engineering, and advanced cybersecurity at Charleston, SC, onsite. The SME will define local autonomy requirements, caching strategies, and secure data handling, balancing latency, bandwidth, and recovery.

Qualifikationen

• TS/SCI clearance with CI polygraph
• Experience designing or fielding systems for denied, disrupted, or limited connectivity (DDIL)
• Experience in disconnected operations, local processing, and eventual synchronization
• Ability to translate constraints into architecture decisions and testable criteria
• Knowledge of distributed systems: consistency, replication, caching, conflict resolution, recovery
• Experience offline identity, authentication, authorization, and credential dependencies
• Risks from stale attributes, delayed revocations, expired credentials, unavailable policy/key services
• Ability to assess bandwidth, latency, packet loss, and availability impacts
• Experience developing architecture documentation, roadmaps, and analyses
• Explain tradeoffs and risks to Government leaders to guide teams
• Experience deploying local PEPs and lightweight PDPs on edge devices
• Modeling, simulation, HWIL testing of tactical link degradation and packet loss

Aufgaben

• Develop DDIL strategies, architectures, and roadmaps for mission apps and security services.
• Define operational scenarios, connectivity constraints, priorities, and degraded service levels.
• Translate scenarios into requirements for local autonomy, bandwidth, latency, outage duration, sync, and recovery.
• Define which identity, authorization, directory, credential, and data protections must remain locally available.
• Architect local identity and attribute services, including virtual directories and caching of security data.
• Address cached attribute freshness, credential expiry, revocation, policy updates, and offline operation.
• Evaluate access control tradeoffs: deny, permit local operation, or require safeguards.
• Design sync and reconnection approaches for conflicting updates and enterprise consistency.
• Define dependencies among apps, identity providers, policy services, directories, encryption, and KMI.
• Assess data placement, replication, and protection across connected and disconnected environments.
• Produce architecture diagrams, interface specs, analyses, risk assessments, and phased implementations.
• Support agreements governing caching and use of identity attributes.
• Guide prototypes and demos under network impairments; define acceptance criteria for continuity and recovery.
• Coordinate with stakeholders and teams to resolve gaps and guide implementation.
