General Definition Of Work

Performs responsible administrative work in planning, developing, implementing and managing the Albemarle County Public Schools Workplace Safety and Occupational Health Programs to provide a framework for the maintenance of a safe and healthy working environment for all employees. Improves employee safety through the development of policies, employee awareness programs, safe working practices, accident prevention, post-accident review, coordination and administration of employee safety training programs, workers compensation and related programs. Manages the administration of worker’s compensation claims and assists with other leave program administration, as needed.

Essential Functions
  • Manages the School Division’s safety program, including technical assistance in developing safety goals and standards, investigating accidents and may include investigating various working environments for compliance with safety standards;
  • Processes workers’ compensation claims to include communications with medical providers, insurance carriers, internal clients and employees and processing payroll-related administrative tasks;
  • Supports the Division during administrative hearings, as related to workers' compensation claims;
  • Maintains OSHA recordkeeping requirements and produces related reports;
  • Analyzes accidents and gives instruction and advice to supervisors and employees on accident prevention and the elimination of unsafe working conditions;
  • Coordinates promotion of overall safety awareness including policy development and revision;
  • Oversees exposure protocols including working closely with Health Department, physicians, employees, parents and students in the School Division;
  • Acts as department contact for Reasonable Suspicion training and support;
  • Oversees the inspection, tracking and compliance of Division AEDs;
  • Plans and conducts safety education programs; operates and coordinates the safety program with the workers' compensation program; collects data and participates in department safety meetings;
  • Ensures the maintenance of required safety training and accident records in compliance with VOSH safety standards and regulations;
  • Disseminates statistical reports, trend analysis information and articles on safety regulations, principles and standards to appropriate management;
  • Serves as principal advisor to School Division departments and agencies for all safety issues as well as a professional resource to all departments and school leaders;
  • Assists with wellness program activities, including coordination of events and activities to improve / protect employee health and policy development and revision;
  • Plans and conducts prevention and health promotion strategies to optimize health and prevention of injuries and illnesses;
  • Selects, directs and monitors vendor contracts to ensure quality of occupational health programs;
  • Assists departments on occupational health program development and oversight, such as annual physicals, occupational health monitoring, etc;

Knowledge, Skills And Abilities

Comprehensive knowledge of workplace safety and addressing occupational injuries and illnesses. Thorough knowledge of departmental functions, organization and policies; comprehensive knowledge of business English and spelling; ability to establish harmonious working relationships with others; ability to work under pressure; ability to organize and perform work independently; ability to deal effectively with other employees and the general public, ability to manage multiple services/projects. Current knowledge of laws and regulations governing worker and worksite safety and health (i.e. OSHA, workers' compensation, Americans with Disability Act, Family Medical Leave Act, etc.). Current knowledge of laws and regulations governing medical care such as HIPAA, ACA, Blood borne pathogen exposure, etc. Working knowledge of applications related to spreadsheets, word processing, database management and statistical analysis.

Knowledge of the principles and techniques involved in organizing and conducting a well-rounded safety program; knowledge of the Occupational Safety and Health Act to include OSHA recordkeeping, Workers’ Compensation Act and Workers’ Compensation claims processing, other state and federal laws relating to safety; principles and techniques of accident prevention; the statistical methods as applied to safety administration; ergonomic issues, safety education and training methods and techniques; instructional methods, training aids and materials necessary for developing, coordinating and implementing safety education and training programs; budget administration communication skills and techniques required for gathering, evaluating and transmitting information; effective interviewing; preparation and presentation of oral or written inspection or investigative reports and research projects relating to safety and accident prevention programs; computer-based software, programs and equipment required to administer the Division’s safety and wellness programs.

Education And Experience

Any combination of education and experience equivalent to graduation from an accredited college or university and at least three years of experience engaged in program management with safety, wellness programs, workers' compensation and OSHA regulations and recordkeeping required. Medical training / certification (such as RN, EMT, or Paramedic) preferred.

Physical Conditions And Nature Of Work Contacts

Work is typically performed in an office setting with occasional extended periods of time at computer terminals. Occasional visits to off-site school and county locations will be required. Occasional program necessity requires working hours beyond set hours and days. Communication may not be cooperative in nature and requires tact and discretion. Frequent contact with Department Heads, Principals, line supervisors, internal and external organizations at County and State level, employees and the general public is required.
