Job summary

Innodata Inc. in Washington, DC is seeking a Working Technical Program Manager to drive a multi-milestone data engineering program for federal Trust & Safety work.

You will own the schedule, coordinate with partner teams, and deliver work products while managing the program toolchain. The role requires 7+ years of overall experience, 4+ years in federal programs, hands-on CVAT or annotation platform expertise, and active Secret clearance with TS/SCI eligibility.

Qualifications

• 7+ years total professional experience, 4+ years in federal program or technical project management.
• Hands-on experience with annotation platforms, CVAT strongly preferred.
• Controlled Unclassified Information (CUI) handling and federal data security awareness.
• Strong working-level stakeholder communication in federal environments.
• Active Secret clearance with TS/SCI eligibility.

Responsibilities

• Own day-to-day WBS execution and schedule maintenance against the 24-week program schedule.
• Draft weekly status reports for Delivery Owner review before AFS submission.
• Manage AFS working-level coordination: technical POCs, dependency tracking, acceptance criteria follow-up.
• Maintain risk and issue log; elevate decisions and blockers to the Delivery Owner.
• Package and submit phase-milestone deliverables with explicit acceptance requests and deadline tracking.
• Administer CVAT + SAM 2 toolchain in coordination with the Data & Annotation Engineer.
• Facilitate standups, working sessions, and phase gate preparation.
• Coordinate Technical Writer onboarding and documentation production in Phase E.

About The Program

Innodata's Federal Practice builds the trusted data layer for critical infrastructure Trust & Safety work. Partnering with a leading systems integrator, we're delivering a modern, governed data services platform in a secure federal (IL4) environment. Over an intensive 20-week phase, you'll help stand up a data services storefront, a DataCard governance framework, synthetic data integration, and Databricks write-back capabilities.

About The Role

As the Working Technical Program Manager, you'll be the day-to-day engine that keeps this program moving. Working alongside the Delivery Owner, you'll own the schedule and keep the team on track across five key milestones, coordinate directly with our partner's working-level teams, package and deliver work products, and administer the program's toolchain. It's a hands‑on role for someone who thrives on execution, tight coordination, and turning ambitious technical goals into delivered outcomes.

Must‑Have Qualifications

• Bachelor's degree in a technical, business, or related field required; equivalent experience may substitute for degree on a 2‑for‑1 basis. PMP certification strongly preferred.
• 7+ years total professional experience, 4+ years in federal program or technical project management
• Hands‑on experience with annotation platforms — CVAT strongly preferred
• Comfortable authoring technical documentation: run books, user guides, status reports
• Controlled Unclassified Information (CUI) handling and federal data security awareness
• Strong working‑level stakeholder communication in federal environments
• Active Secret clearance with TS/SCI eligibility

Nice‑to‑Have Qualifications

• Prior DoD AI/ML data program experience (annotation, dataset engineering, data governance)
• Familiarity with DataCard or data provenance governance concepts
• Prior OTA or FFP subcontract management experience
• Experience with milestone‑based invoicing and acceptance management

The expected hourly salary range for this position is $50 to $55 p/hour, based on experience, skills, and qualifications.

This role operates under direct oversight of the Delivery Owner. Ideal candidates are strong executors who can run a tight program cadence with minimal overhead.
