Work Schedule: Monday-Friday 8:00am-5:00pm, May work more than 40 hours per week, including evenings and weekends

The Workforce Development Specialist in the Sedgwick County Health Department (SCHD) builds and implements the SCHD Workforce Development Plan to ensure SCHD can prevent disease, promote wellness and protect the public from health threats. The position plans and implements workforce development activities according to public health accreditation standards and coordinates trainings, new employee onboarding and student learning. The position assesses workforce activities through development and analysis of staff surveys and builds relationships with SCHD staff and the community, serving on assigned committees. Employee may deploy to the field as a responder or in a leadership position during public health emergencies.

Implement and monitor agency Workforce Development Plan

• Implement and regularly review the SCHD Workforce Development Plan guided by national standards and SCHD strategic plan.
• Ensure the provision of strategic, internal SCHD staff competency trainings and measure their effectiveness. Research and facilitate the trainings as needed.
• Update, distribute and analyze staff competency and workforce satisfaction surveys and measure outcomes.
• Write and review internal policies and procedures ensuring community health and well-being.
• Coordinate SCHD new employee onboarding, including preparation for and implementation of new employee orientation and follow up.
• Prepare written reports of progress.

Coordinate student learning opportunities

• Manage school affiliation agreements from start to completion, coordinating between SCHD staff, Sedgwick County Legal, and the schools.
• Train SCHD preceptors and onboard students.
• Track training of students and preceptors.
• Evaluate the effectiveness of the student learning, including developing and implementing surveys of preceptors and students.

Build relationships with SCHD staff and community organizations and members

• Lead SCHD staff teams to provide input on the Workforce Development Plan and to develop, implement and review an action plan for ensuring processes and activities enable optimal health for all people.
• Assist SCHD program managers in recruiting community members to offer feedback on and guidance for SCHD activities and initiatives.
• Maintain knowledge on current and emerging developments and trends.
• Mobilize community partnerships, researching, identifying, and working on health disparities.
• Serve and support applicable committees as assigned, including the Community Health Action Team.

Minimum Qualifications: Three years of project management experience. Two years of experience working with community groups or organizations. Two years of work experience writing and implementing plans and/or policies. One year of work experience with data management and/or data analysis. One year of presenting to audiences. Up to four years of experience may be substituted with education that provides applicable knowledge and skills. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100, 200, and 700 courses within 30 days of employment. One year of experience with Microsoft Suite or compatible tools.

Preferred Qualifications: Two years of work in a public health organization. Two years of training and/or work experience in program evaluation. One year of group facilitation experience. One year of evaluating policies and plans associated with public health services. Master’s degree in social/behavioral science, public health, or business/public/health administration.
