Hiawatha Valley Education District (HVED) provides high-quality special education services to 12 school districts and three charter schools across five counties in southeast Minnesota: Fillmore, Houston, Olmsted, Wabasha, and Winona.
HVED operates two specialized Setting IV programs: SAIL (Students Achieving Integrated Learning), which serves students in grades K-12 with significant behavioral needs, and SPECTRUM (Specialized Programming, Education, Comprehensive Therapy, and Resources for Unique Minds), which supports students with Autism Spectrum Disorder. Both programs are currently located in Winona, Minnesota.
