Job summary

Vistra Communications seeks a Data Management Specialist to join Joint Staff J5, focusing on identifying, acquiring, and engineering access to mission-critical data sources from across the DoW and interagency partners. The role will design, build, and maintain automated data pipelines into a centralized repository for analysts and decision-makers.

Qualifications

  • TS/SC clearance required.
  • Five+ years of function-related experience at operational or strategic level with DoD knowledge.
  • At least three years leading data-centric programs with enterprise data strategy, architecture, governance, and cloud data warehouses.
  • Master's degree or higher in a quantitative field; proficiency in Python and R and dashboard development with Tableau/Power BI.
  • Microsoft Office proficiency.
  • Ability to present materials to Flag Officers, General Officers, or SES.

Description

Joint Staff J5 Counter Threats and International Cooperation (DDCTIC) is seeking a highly skilled and proactive Data Management Specialist. This position you will be a full-time member of Joint Staff J5 and Identify, acquire, and engineer access to mission-critical data sources from across the DoW and interagency partners; design, build, and maintain automated data pipelines to ingest, clean, and integrate this information into a centralized repository.

Key Responsibilities
  • Publish and manage curated datasets as discoverable assets within the J5 Data Catalog, ensuring they are documented, standardized, and readily available for analysts and decision-makers across the directorate.
  • Further develop and maintain Women Peace and Security AI agents
  • Continue data collection for annual reporting
Requirements
  • TS/SC
  • Have a minimum of five (5) years of function-related experience at the operational or strategic level. Experience must demonstrate a comprehensive understanding of DoD organization and operations. Required experience includes joint doctrine, strategic planning, the operational planning process, and DoD security cooperation. Experience conducting WPS-informed sociocultural analysis is highly recommended.
  • A minimum of three years of experience leading data-centric programs, with demonstrated expertise in designing and implementing enterprise data strategy, architecture, and governance. Must possess proven, hands-on mastery of data engineering, including building and maintaining secure data pipelines and managing data warehouse solutions in a cloud environment (e.g., AWS, Azure)
  • Master's degree or higher in Data Science, Computer Science, Statistics, or a related quantitative field. Must demonstrate expert-level proficiency with data programming languages (e.g., Python, R) and the development of interactive dashboards for senior leadership using visualization tools (e.g., Tableau, Power BI)
  • Maintain proficiency in the Microsoft Office suite
  • Be able to prepare and present materials to Flag Officers, General Officers, or Senior Executive Service (SES) members.
