Merck is seeking an Executive Director of State Government Affairs to lead a 6-7 person team covering the western half of the U.S. and about 25 states.

You will direct policy engagement with state and local governments, align regional strategy with company priorities, and guide cross-functional collaboration across the organization. The role demands deep experience in state policy, leadership of large teams, and strong stakeholder engagement with executive branches, agencies, and industry

Qualifications

• Minimum 10 years-experience in state government affairs and policy
• Experience developing legislative policy priorities aligned with business priorities
• Experience addressing policy issues affecting the bio-pharmaceutical industry
• Experience managing and leading teams, including employee development
• Demonstrated experience engaging executive level leaders
• Strong experience with internal and external stakeholder engagement
• Knowledge of state legislative policy-making process
• Experience in analysing state legislation
• Strong writing and presentation skills

Responsabilités

• Direct and manage team on state legislative and policy issues
• Manage the activities of the individual Directors in the West region
• Lead execution of region strategy to mitigate legislative policy risks
• Manage engagement with stakeholders in legislative and executive branches
• Identify, analyze, and develop company responses to legislative policy issues
• Serve as lead for assigned policy priorities for products and operations
• Serve as point to external stakeholder legislative, policy and business groups
• Work cross-divisionally with franchise, policy, and subject matter experts
• Support and guide professional development of team members
• Manage contractual and operational resources for the western region
• Ensure state advocacy complies with company policy and laws
