Job summary

R&P Technologies seeks an accomplished West Coast Industrial Operations Manager to lead shipboard and shop industrial operations in the San Diego area. You will manage a diverse team, ensure safety, quality, and timely delivery, and coordinate with program managers to meet customer requirements.

The role emphasizes continuous improvement, staff development, and strong liaison with Navy customers. A DoD Secret clearance and US citizenship are required, with salary commensurate with experience.

Qualifications

• Must be a Program or Project Manager with a minimum of 15 years relevant experience working in ship repair industry.
• Must have a minimum of 10 years prior experience in the private maritime industry.
• Must have the leadership, organizational, and interpersonal skills necessary to create and maintain healthy, thriving, dependable, and compliant work environments.
• Must be familiar with NAVSEA Standard Items and ABS standards.
• Must have the ability to read, comprehend, and translate detailed and complicated customer work items, requirements, specifications, references, drawings, and wiring diagrams.
• Knowledge of standard concepts, practices, and procedures in U.S. Navy ship design, production, test, operations, maintenance, and modernization is highly preferred.
• Experience in marine electrical systems installations, maintenance, and repair is preferred.
• Experience in defense aerospace materials/composites is preferred.
• Lean Six Sigma certification is preferred.
• Must have excellent written and oral communication skills.
• Must be proficient in paperwork and all Microsoft Office suite of applications.
• Must be a U.S. citizen with the ability to obtain/maintain a DoD Secret security clearance.
• Active DoD Secret security clearance is required.
• Due to security clearance requirements, U.S. citizenship is required for most positions.

R&P is looking for an experienced and motivated individual to join our team as the West Coast Industrial Operations Manager. This mid‑level management position will be based in San Diego, CA and will be responsible for safe and efficient shipboard and shop industrial operations and personnel.

R&P is a small‑sized defense contractor providing engineering, logistics, program management and technical services to government and commercial clients. The Industrial Operations Manager will lead a diverse team of technicians, create a supportive and rewarding work environment, promote growth and development, and produce quality services with a focus on customer satisfaction.

Key Responsibilities

• Work with assigned Program and Project Managers to plan, estimate, schedule, staff, organize, direct, and control complex industrial operations jobs ensuring all customer and company requirements are fulfilled in an effective and timely manner with high quality.
• Plan, manage, and report on day‑to‑day industrial operations.
• Manage, supervise, mentor, and train personnel on work being conducted on US Navy ships and in offices, shops, and warehouses.
• Work with Superintendents to prioritize work, determine required staffing levels and skills, and adjust staffing and training as required.
• Manage, maintain, and grow industrial capabilities and personnel resources required to fulfill project commitments and support future work opportunities.
• Maintain employee training plans, training records, and certifications.
• Establish schedules and milestones and manage to those plans.
• Track, progress, and report on adherence to project plans and schedules identifying and resolving problems, issues, and roadblocks.
• Coordinate and collaborate with QA, Superintendents and Lead Technicians to generate and maintain Weekly and Monthly Reports, Plan of Action and Milestones (POA&Ms) and Test and Inspection Plans (TIPs).
• Responsible for adherence to safety, quality control, and security policies and procedures.
• Responsible for adherence to all required hazardous material and hazardous waste processes and procedures.
• Review plans, technical documentation, reports, records, and briefings prepared by technical and program staff for quality and completeness prior to submission.
• Manage, maintain, and control company resources, ensuring work teams have all the resources needed to perform their jobs.
• Ensure all calibrated equipment is tracked and calibrated on time.
• Ensure all tools and equipment are properly labeled, maintained, inventoried, issued, and properly tracked for accountability.
• Manage teams of industrial support personnel at multiple locations/ships ensuring all logistical needs are met.
• Lead project review sessions with customers to discuss cost, schedule, and performance.
• Meet with customer and contractor personnel to formulate and review task plans and deliverables.
• Develop and implement work standards, processes, and procedures to effect continuous improvement, increase quality and efficiency, and control costs.
• Review purchase requests for accuracy and validity prior to submission.
• Assist with developing proposals and quotes for future and follow‑on work opportunities.
• Review requests for quote and proposals identifying technical requirements, risks, opportunities, and issues prior to contract acceptance.
• Work with property management/landlord to manage, maintain, and improve company facilities ensuring required permits and inspections stay within periodicity.
• Manage the warehousing, inventorying, maintenance, care, and protection of R&P and customer material and property.
• Promote R&P and ensure the company is well represented at every work site, in every yard, and on every ship. Work with existing and new customers to bring in new work and build customer relationships.
• Communicate policies and organizational goals.
