Job summary

Terrestris is seeking a Water/Wastewater SCADA & Controls Engineer for FRCS support services at USMC bases, on-site at Camp Lejeune and MCAS New River. You will configure, maintain, and troubleshoot SCADA systems, PLCs, HMIs, and industrial networks.

The role requires a Secret clearance, US work authorization, and experience with Rockwell, PlantPAx, FactoryTalk, and OT cybersecurity, with strong scripting and data management skills.

Qualifications

  • A current Secret clearance is required.
  • Authorization to permanently work in the United States without sponsorship.
  • Oral and written English fluency.
  • State’s Driver’s License.
  • Expert in Rockwell Automation/PlantPax/FactoryTalk/ThinManager.
  • Experience with Rockwell/Allen-Bradley software and hardware updates.
  • Experience with PLC/SCADA/DNP3/Modbus communications.

Responsibilities

  • Configure, program, maintain, and troubleshoot water and wastewater SCADA systems, PLCs, HMIs, VFDs, and field devices.
  • Develop and modify control applications with Rockwell tools and integrate industrial protocols.
  • Perform software updates, patches, and firmware upgrades for OT systems.
  • Monitor real-time operations, alarms, and data trends to diagnose issues and restore operations.
  • Calibrate meters and sensors; interpret P&IDs and engineering drawings.
  • Maintain industrial communications infrastructure (radios, fiber, Ethernet) for SCADA networks.
  • Collaborate with operators, engineers, contractors, and cybersecurity personnel on upgrades and compliance.

Job description

We are seeking a Water/Wastewater SCADA & Controls Engineer for the Facilities Related Control Systems (FRCS) Support Services contract. This project will provide knowledge, training, and support to assist the U.S. Marine Corps Public Works Department in the areas of FRCS, Cybersecurity, Assessment and Authorization (A&A), Authority To Operate/Authority to Connect (ATO/ATC) package upkeep and maintenance, USMC Cloud and Cloud-Based A&A support, and data center support/administration for the FRCS virtualized environment, servers, and associated applications. This is a full-time, on-site position at Marine Corps Base (MCB) Camp Lejeune, Marine Corps Air Station (MCAS) New River, and satellite locations near Camp Lejeune, working 40 hours per week, Monday through Friday, within normal business hours (7:00 am to 5:00 pm).

So, what will the Water/Wastewater SCADA & Controls Engineer at Terrestris do?

Water/Wastewater SCADA & Controls Engineer will be a key personnel position for the Facilities Related Control Systems (FRCS) Support Services contract. This position configures, maintains, and troubleshoots water and wastewater SCADA systems, integrating controls and communications. This position is contingent upon contract award.

What does a typical day look like for a Water/Wastewater SCADA & Controls Engineer?

You will:

  • Configure, program, maintain, and troubleshoot water and wastewater SCADA systems, PLCs, HMIs, variable frequency drives, and industrial communications supporting continuous utility operations.
  • Develop, modify, and optimize Rockwell Automation, PlantPAx, FactoryTalk View, ThinManager, and Allen-Bradley control applications while integrating Modbus, DNP3, Ethernet/IP, and other industrial protocols.
  • Perform software installations, firmware upgrades, security patches, and preventive maintenance on SCADA servers, PLCs, RTUs, VFDs, and field devices to ensure secure and reliable system performance.
  • Monitor real-time operations, historical databases, system alarms, communications, and process trends to identify anomalies, diagnose equipment failures, verify data integrity, and restore normal operations.
  • Calibrate and validate flow meters, pressure transmitters, level sensors, dissolved oxygen probes, and other process instrumentation while interpreting electrical schematics, P&IDs, and engineering drawings to support system maintenance and upgrades.
  • Configure and maintain industrial communications infrastructure, including GE and Redline radios, cellular modems, fiber optic networks, Ethernet systems, and remote telemetry connections supporting water and wastewater facilities.
  • Collaborate with plant operators, engineers, instrumentation technicians, contractors, and cybersecurity personnel to implement system upgrades, strengthen OT security, automate reporting, and maintain compliance with operational and regulatory requirements.
What qualifications do you look for?

You might be the professional we’re looking for if you have:

  • A current Secret clearance is required.
  • Authorization to permanently work in the United States without sponsorship.
  • Oral and written English fluency.
  • State’s Driver’s License.
  • SCADA/HMI Platforms: Expert in VFD programming with Allen-Bradley PowerFlex devices with industrial networking Ethernet/IP protocol. Must be Expert in troubleshooting hardware / software issues across the family of Allen-Bradley and Rockwell Automation.
  • PLC Logic Programming: Extensive experience with Rockwell Automation and expert in Rockwell Software PlantPax, FactoryTalk View SE & Me, Thinmanger.
  • Experience in performing software security updates, system patches, software patches, and firmware updates (such as Allen-Bradley, Modicon, Siemens, or GE).
  • Experience in calibrating flow meters, pressure transmitters, level sensors, and dissolved oxygen (DO) probes.
  • Electrical Circuitry (AC/DC): Solid foundation in basic electrical theory to safely work with control loops (4-20mA), low-voltage DC power supplies, and AC motor controls.
  • Ability to interpret electrical schematics, P&IDs (Process and Instrumentation Diagrams), and blueprint specifications.
  • Scripting & Customization: Scripting skills (commonly Python, SQL, or VBA) to customize databases, design advanced alarm pipelines, or automate reporting.
  • Solid understanding of relational databases (MS SQL, MySQL) and historical databases (Historians) to capture and manage high-speed process data.
  • Working knowledge of automation-specific communication protocols like Modbus, DNP3, and Ethernet/IP.
  • Expert at programming GE radios and Redline radios, troubleshooting and configuring licensed/unlicensed radio frequencies, cellular modems, fiber optics, and Ethernet infrastructure.
  • OT Cybersecurity: Knowledge of industrial control systems (ICS) security practices, including configuring firewalls, managing system access logs, and applying security patches.
  • Rapid logical diagnostics of complex process loops, signal failures, and sudden communications drop under pressure.
  • Understanding of water treatment chemistry, hydraulics, industrial controls and automation equipment, and state/federal EPA data-reporting standards.
  • Capability to coordinate with third-party electrical contractors, engineering teams, and internal plant operators during system upgrades.
We will be extra impressed if you have:
  • Past experience as Water/Wastewater SCADA Specialist ensuring the real-time health of the utility's Operational Technology (OT) infrastructure, keeping processes flowing safely, efficiently, and continuous stable SCADA communications.
  • Expertise with System Surveillance - continuously monitor SCADA interfaces, servers, and communication links to ensure correct system performance and database integrity.
  • Expertise with Alarm Triage & Response - investigate and troubleshoot system alarms, equipment failures, and communications dropouts, initiating critical corrective actions.
  • Expertise with Data Integrity Verification, which includes verifying the accuracy of historical and real-time data written to databases for process control and reporting.
  • Experience with reliability that requires field intervention and precise coordination with instrumentation technicians.
  • Experience with PLC & HMI Diagnostic - perform preventative diagnostics on Programmable Logic Controllers (PLCs), Human-Machine Interfaces (HMIs), and remote telemetry units (RTUs).
  • Experience in systems engineering & programming to develop and maintain reporting systems.
