Job summary

The Treatment Facility Program and Operations Manager at the City of Richmond, Virginia leads daily operations of the water treatment plant, ensuring compliance with VDH and SDWA regulations while directing treatment staff and coordinating with state agencies.

The role reports to the Deputy Department Director, Senior of Water Services and focuses on maintaining safe, compliant plant operations in a post-pandemic environment.

Qualifications

• Bachelor of Science in Civil Engineering or related field.
• Six years of professional experience in water and wastewater engineering, particularly in wastewater treatment plant operations.
• Two years of supervisory experience.
• Equivalent combination of training and experience may be used to meet qualifications.
• Virginia Operator license in water treatment (Class I) preferred; Driver's license required within 30 days of hire.

Responsibilities

• Manage water treatment plant activities and leadership to ensure compliance with environmental regulations and city policies.
• Monitor operations and correct violations or problems.
• Oversee complex projects, align resources, and coordinate communication protocols.
• Mentor staff on major treatment processes and administrative duties.
• Oversee regulatory reporting and incident response with state/regional agencies.
• Support public relations by engaging with citizens and city staff to promote city goals.
