Responsibilities

• Installs, maintains, and repairs water lines, hydrants, meters, valves, and pumps; locates service lines and inspects equipment.
• Responds to leaks, breaks, storms, emergencies; diagnoses problems and makes repairs.
• Receives and completes work orders; transports materials and maintains equipment.
• Monitors storage levels, pressures, water quality, and system operations; ensures compliance with regulations.
• Reads meters and records readings; prepares operation logs and reports.
• Tests water samples and calibrates equipment; adjusts chemical dosages as needed.
• Maintains easements and repairs surrounding infrastructure; performs roadside and site work.
• Operates and maintains utility trucks and heavy equipment; performs preventive maintenance.
• Performs general custodial and grounds maintenance; keeps shop and work areas clean.
• Communicates with supervisor and crew; coordinates work activities and safety measures.

Education

High school diploma or GED with vocational or technical training in construction, heavy equipment operation, or related field

Two (2) years of experience in water distribution maintenance or treatment and repair, irrigation, plumbing, or related field

Must possess and maintain a valid North Carolina Driver's License

NC Certified Operators Certificate for C Well Water Treatment

Certification for total and fecal coliform analysis (NCWOA)

Flagger certification

Job description

The Town of Nags Head is looking for a team player to join our water crew! This position will provide work in installation and repair of water meters, lines and appurtenances, and skilled work operating and maintaining the municipal water plant and distribution system related systems and equipment.

This position requires shift work including nights, weekends, and holidays.

• Installs, maintains, and repairs water lines and related system components, such as water taps, water lines and mains, hydrants, meters, valves, and pumps: locates and marks water service lines and related equipment; clears debris from manholes, water lines, easements, valve boxes, meters, etc.; inspects and evaluates condition of systems and equipment; diagnoses leaks, blockages, mis-reads, or other problems; excavates around water mains and meters; cuts in valves, tees, and beds; saw cuts driveways, sidewalks, curbs, and roads; repairs, replaces and/or clears service lines, meters, valves, pumps, etc.; installs, maintains, repairs, services and paints hydrants; and builds or repairs manholes, catch basins, and other related infrastructure.
• Responds to utility service emergencies, complaints, and requests for service: responds to leaks, service line breaks, storms, and other emergencies; diagnoses problems; and makes necessary repairs.
• Receives and completes work orders: gathers tools and equipment needed to complete work activities; picks up and transports materials, tools, and supplies; cleans and washes equipment and tools; performs preventive maintenance and minor repairs as needed; changes water meters, repairs meter leaks, performs water pressure tests; reads water meters as needed or required; makes connects and disconnects of water services and notifies supervisor of needed equipment replacements and repairs.
• Monitors water system operations: observes storage levels, pressures, and system components; verifies water quality; identifies problems and makes necessary adjustments; ensures continuous and effective operation; and maintains compliance with applicable local, state, and federal regulations, standards, and guidelines.
• Reads meters, gauges, and dials at pumping station: records readings, chemical levels, water properties, and statistical data; and prepares and maintains a variety of logs, records, and reports, including flowcharts, production reports, and operation logs.
• Monitors chemical feeds and distribution, flow rates, and related treatment processes: maintains appropriate chemical levels; adjusts system controls; adds, adjusts, and replaces chemicals in the plant’s systems and components; and maintains related documentation.
• Collects and tests water samples: performs necessary qualitative and quantitative laboratory tests; performs quality control testing; analyzes test results; determines need for treatment process changes; maintains records of findings and sample characteristics; calibrates test equipment; calculates chemical dosage from readings and adjusts ensure optimum plant performance and records results in log book and cleans and maintains laboratory equipment.
• Performs related activities: maintains easements for water mains, including clearing trees, overgrowth, and weeds; and repairs asphalt, concrete, yards, and other areas that are disrupted as a result of repair work.
• Adheres to established safety procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; flags and directs traffic and places markers, signs, and cones around project or work site to ensure safety of crew and the traveling public; and wears protective gear, complies with OSHA standards.
• Operates and maintains a utility truck, backhoe, trenching machine, tapping machines, excavator, shovels, locate equipment, jackhammer, pipe saw, hand saw, chainsaw, pipe cutters, various hand tools, hatchets, machetes, post hole digger, hand pump, or other equipment as necessary to complete essential functions.
• Performs general maintenance tasks necessary to maintain machinery, equipment, and tools in operable condition: inspects equipment; checks fluid levels; replaces fluids; greases equipment; washes/cleans equipment; cleans shop and work areas, etc.; monitors equipment operations to maintain efficiency and safety; changes filters, beds and other parts; oils and adjusts power driven pumps; checks and fills storage tanks and feeders, and reports faulty equipment.
• Processes other documentation related to department or division operations within designated timeframes and according to established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate a variety of forms, reports, logs, and other documentation; compiles data for further processing or for use in preparing department reports; and maintains computerized and/or hardcopy records.
• Performs general custodial and grounds maintenance work mows grass, sprays weeds and cuts bushes and brush.
• Communicates with supervisor, crew leader, Town employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive and give advice and direction
• This position may be required to work a shift schedule and includes nights, weekends, holidays and on-call.

• High school diploma or GED with vocational or technical training in construction, heavy equipment operation, or related field required; supplemented by two (2) years of experience in water distribution maintenance or treatment and repair, irrigation, plumbing, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
• Specific License or Certification Required: Must possess and maintain a valid North Carolina Driver's License. Ability to obtain: NC Certified Operators Certificate for "C" Well Water Treatment, certification for total and fecal coliform analysis by NCWOA, Flagger certification, Water Distribution "C" License, Cross Connection and Backflow certification training.
• Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of heavy objects and materials including exerting up to 100 pounds of force occasionally; 50 pounds of force?frequently; and 20 pounds constantly.
