Job description

Water Resources Project Manager

In this role, you will lead water resources and stormwater engineering projects for federal, state, and municipal clients. You will manage projects, mentor junior staff, coordinate project deliverables, and maintain schedules and budgets while serving as the client’s primary contact.

  • Lead a design team in developing PS&E packages for roadway and bridge projects using state DOT and AASHTO standards.
  • Manage project scopes, schedules, budgets, and quality assurance to deliver on time and within budget.
  • Prepare proposals, scope documents, and contracts; manage billing and contract terms.
  • Develop and maintain strong client relationships and pursue new business opportunities.
  • Mentor and train staff, ensuring compliance with safety, quality, and regulatory requirements.
  • Prepare technical proposals, manage project teams, and foster a collaborative working environment.
  • Maintain professional engineering licensure and stay current on industry standards.
Responsibilities Overview

Project Management & Leadership: Oversee all project aspects, including technical staff, subcontractors, and suppliers; develop and communicate the Project Management Plan; manage scope, schedule, budget, quality, and risk; serve as primary client contact; allocate resources efficiently.

Training, Development, & Compliance: Mentor staff; comply with KCI policies; develop and implement project safety plans in accordance with federal, state, and local regulations.

Financial Management & Reporting: Negotiate contract terms; develop and update project schedules; provide monthly business development reports; manage project cash flow; deliver timely project completion reports.

Business Development & Marketing: Evaluate opportunities; prepare qualification statements; participate in client presentations; organize proposal teams; promote KCI capabilities.

Project Execution & Technical Oversight: Manage all technical deliverables; conduct site visits; prepare designs, plans, specifications, and estimates; interpret technical documents; maintain knowledge of state and municipal policies.

Qualifications

Education and/or Skills Required

  • Bachelor’s Degree in a related field (AEC industry) and 3 years of related professional experience, or 7 years of equivalent experience.
  • Continuing education and professional development participation.
  • Project management experience with a proven track record.
  • Leadership skills to inspire and motivate teams.
  • Strong organizational, time‑management, and multitasking abilities.
  • Excellent communication and interpersonal skills with clients, team members, and stakeholders.
  • Technical knowledge in water resources and transportation projects.
  • Proficiency in project management software and tools.
  • Knowledge of industry standards, quality assurance, and safety protocols.
  • Problem‑solving and negotiation abilities.
  • Understanding of accounting principles for budgeting and financial reporting.

Education and/or Work Experience Preferred

Master’s Degree in a related field (AEC industry)

Certificates, Licenses, and Registrations Required

Ability to complete KCI PM Training and Contract Risk Training and pass the PM Board within 6 months of start date.
