Water Resources Analyst

Location: PHOENIX, AZ 85015

JOB SUMMARY

The primary responsibility of a Water Resources Analyst is to be an active member of the water resources team and over time become a subject matter expert for a variety of water resources related projects programs, reports and tasks. Initially the Analyst will perform duties to facilitate learning how to provide water resource services and functions at Arizona Water Company including collecting, creating processing and analyzing data to create work products for a variety of projects, requests and regulatory requirements. As experience is gained assignments will become more varied complex, and difficult. With experience the Analyst is expected to require less supervision and review of work as the ability to perform quality work independently is demonstrated.

Job Duties and Essential Functions
  • Tracks water production data and other operational data, organizes information to create reports to monitor and meet regulatory compliance requirements.
  • Responds to data requests from the water resources group and the larger organization by collecting, creating, processing and analyzing a wide variety of information related to well production, customer deliveries, metering, conservation, and water rights.
  • Prepares all types of annual regulatory reports for the Arizona Department of Water Resources and parts of annual reports for the Arizona Corporation Commission.
  • Supports the administration of company's Adequate and Assured Water Supply (AAWS) determinations. Coordinates with GIS staff to collect and maintain accurate geographies representing subdivisions with assured water supply determinations. Updates databases, tracks construction and water demand for assured water supply determinations. Prepares reports using the AAWS determination data; provides data to support modeling efforts and applications for AAWS. Supports the management of the Pinal Water Hub and its expansion.
  • Assists in administering Company's well permits including coordinating with Engineering, Field Staff, and Water Quality to secure well permits for new and existing wells, ensuring compliance with well permit requirements, and representing the company at meetings related to laws and regulation affecting the company's use of wells to produce water.
  • Tracks and updates Statements of Claimant for all water supply sources used by company to support company's response to the State of Arizona's General Stream Adjudications.
  • Supports the administration of company's M& I CAP water and other surface water supplies including annually preparing company's water orders, ensuring delivery of CAP water and other surface water supplies consistent with contracts. Participates in processes sponsored by the company to protect its CAP water and other surface water supplies.
  • Coordinates company's membership in Central Arizona Groundwater Replenishment District (CAGRD). Tracks new member lands organizes membership documents and prepares annual reports. Coordinates with internal and external customers to collect, process and report water and other data related to CAGRD parcels.
  • Attends, represents the company and reports on meetings related to the programs listed above, water resources, operations finance planning, legislation, and legal topics that may affect the company.
  • Uses critical thinking and problem‑solving skills to develop and present ideas for more efficient processes workflows, and communications.
  • Performing other tasks and duties as directed.
Qualifications

The required skills, knowledge and physical requirements include but are not limited to the following:

  • Working knowledge of water resources in Arizona including underground storage and recovery permitting and reporting, municipal rights CAP operations, entitlements and reporting, CAGRD reporting, and the state's AWS program.
  • Understanding and knowledge of water resource laws, practices, rules and other information necessary to adequately learn and perform the routine duties of this position.
  • Excellent personal computer skills and proficiency with Microsoft Word, Excel, Access, and PowerPoint as this position works with a variety of data sources.
  • Excellent spatial analysis skills including ability to use products like ArcGIS Online and other ESRI products.
  • Ability to think critically and exercise good judgement.
  • Ability to communicate effectively in writing through a variety of means including reports, emails, virtual content, briefings and other presentation slides.
  • Ability to communicate verbally using effective public speaking skills for presentations both internally and externally.
  • Ability to follow verbal and written instructions.
  • Must be dependable, punctual, have good attendance, and have professional demeanor and appearance.
  • Ability to sit, stand, walk, reach, grasp, push, pull, bend, stoop, climb, crouch, squat, crawl, twist, perform repetitive physical activities, and lift up to 50 lbs.
Education, Training, and Experience
  • High school diploma.
  • College degree or equivalent water utility administrative work experience in water resources policy and planning water utility operations, environmental compliance statistics, or other applicable study areas.
  • 3–5 years of work experience in water resources or related field.
  • Valid Arizona driver's license and acceptable driving record.
