Purpose of Job

The purpose of this job is to perform technical/supervisory functions associated with assisting in the operation of awater reclamation plant and maintenance of plant facilities. Duties and responsibilities include, but are not limitedto, assisting in supervision of water reclamation operations; supervising assigned staff; monitoring the watertreatment process; collecting and testing water samples; monitoring equipment performance; performing preventivemaintenance; conducting personnel performance evaluations, maintaining records; and performing additional tasksas assigned.

WORK SCHEDULE:

7:00 a.m. to 3:30 p.m. Monday thru Friday; 24/7 on-call requirement.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle andmust abide by ACC's safe driving policy.

Emergency Position

This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

High school diploma or equivalent with three years of wastewater treatment experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

One year of supervisory experience required.

Must possess a Class I certification in wastewater treatment.

Must possess a valid driver's license.

Vocational/Technical training in wastewater treatment operations preferred, courses in basic chemistry and biology.

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Otherduties may be required and assigned.
  • Supervises and evaluates assigned staff, handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
  • Supervises plant operations; provides training to staff members; ensures staff certifications are up to date; andensures appropriate coverage of work shifts.
  • Monitors treatment processes; makes necessary adjustments as indicated by current plant conditions, makes changesto the WRF SCADA as necessary.
  • Collects wastewater samples; performs standard tests such as dissolved oxygen, suspended solids, pH, phosphorusand other tests as needed to ensure proper plant operations.
  • Monitors and adjusts the performance of machinery and equipment used to control the treatment process.
  • Monitors solids handling equipment including sludge handling and dewatering equipment and related equipment;makes necessary adjustments and calibration of meters.
  • Operates/tends pumps, blowers, centrifuges, dry and wet chemical feeders, aerators, valves, and other equipmentused to treat and process wastewater.
  • Performs and ensures completion of preventive and corrective maintenance on equipment as set forth by O&Mprocedures or the WRF CMMS.
  • Performs routine cleaning of equipment, machinery, building, work areas and grounds.
  • Adds hazardous and non-hazardous chemicals to plant process systems.
  • Maintains inventory; contact vendors for pricing information; requisitions new/replacement supplies and/orequipment.
  • Operates and maintains a computer system to record daily log, record of samples, test results, changes in plantoperations; ensures all information is compiled for internal processes and EPD compliance. Ensures plant SCADASystem and WRF HACH WIMS is maintained.
  • Prepares and/or receives various forms, reports or other documents; processes and forwards as appropriate; andcompletes applications and monthly reports for the State of Georgia EPD.
  • Conducts safety meetings and ensures all safety programs are implemented for the plant.
  • Responds as necessary to routine requests for information from officials, employees, members of the staff, thepublic or other individuals, following ACC policies for customer service.
  • Conducts tours of department facilities; provides information to the general public.
  • Performs duties of a WRF operator as required.
  • Responsible for contingency planning for the plants and managing emergency conditions, and ensuring coverage asmandated by State and County policy.
  • Performs other duties as assigned.
Knowledge, Skills and Abilities
  • Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and theoperations and functions of the Public Utilities Department.
  • Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities.
  • Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific dutiesand responsibilities of the job, including the GA EPD NPDES WRF Operating Permit requirements.
  • Knowledge of computers and various software programs relevant to the position.
  • Knowledge of federal, state and local wastewater treatment guidelines and procedures, departmental policies andprocedures, and other procedures and methods as required in the performance of duties.
  • Knowledge of WRF plant operations, wastewater activated sludge treatment processes, lift station operations, andOSHA guidelines and safety procedures.
  • Knowledge of mathematics, basic chemistry, and microbiology.
  • Skill in supervision, oral and written communication, and in reading blueprints.
  • Skill in plant operations, maintenance/repair of lift stations, and reading of various meters.
  • Skill in the use of basic tools (e.g., packing tools, socket wrenches, screwdrivers, meters, gauges, power tools, mechanic tools, hand tools, etc.).
  • Skill in operating water reclamation equipment (e.g., microwave solids analyzer, samplers, pumps, blowers, feedpumps, centrifuges, dry and wet chemical feeders, aerators, telescopic settings, wet well pumps, compressors, heaters, screens, calculator, etc.).
  • Skill in utilizing various software programs relevant to the position.
  • Skill in organizational, management, human relations and budget management.
