Qualifications

  • Requires a Bachelor’s degree in Civil Engineering or related field; supplemented by four (4) years’ experience in municipal water and sewer projects.
  • Must possess and maintain a valid Georgia driver’s license.
  • Familiarity with Environmental Protection Division Permitting and Minimum Standards for Public Water Systems and Guidelines for Sewage Collection Systems.

Job description

The purpose of this classification is to provide engineering and construction support for Water & Sewer Projects as pertaining to County infrastructure and departmental operations. projects and activities managed by the County. The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plans; Calculates cost estimates and identifies resources needed for projects; provides technical assistance throughout the project. Participates in bid preparation, contractor selection, and acts as County liaison for water and sewer projects working with contractors, citizens, and County staff to complete projects. Reviews the work of contracted engineers, surveyors, and other project personnel; confers with contractors to make design modification necessary to conform with regulatory and project requirement; and approves the designs as appropriate. Assists project manager in monitoring and updating project schedules and established timelines; reviews project progress reports submitted by contractors; schedules inspections to ensure compliance with all regulatory requirements. Communicates with supervisors, employees, other departments, inspectors, contractors, engineers, utility companies, local/state/federal agencies, the public and outside agencies as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Assists in the management of projects during design and/or construction phases; reviews plans, conducts and/or attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and initiates the appropriate solutions; assists with field decisions and recommends change orders as appropriate; prepares, reviews change orders for changes to contracted scope of work; reviews and recommends Pay Applications, monitors adherence to project schedules; inspects quality of construction work and materials; coordinates final inspections with contractors and engineers; and facilitates project acceptance with other County departments or government agencies. Reviews engineering design submittals and associated bid documentation. Assesses construction work ensuring the project is constructed in accordance with the approved detailed plans and specifications. Prepares or completes various forms, reports, correspondence, or other documents as related to the construction of projects. Reviews various forms, reports, utility drawings, maps, construction plans, as-built drawings, blueprints, codes, laws, regulations, policies, procedures, manuals, directories, reference materials, or other documentation as required for the design and construction of projects. Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, or other computer programs. Maintains a comprehensive, current knowledge of applicable codes, regulations and standards; maintains an awareness of new trends, methods, equipment, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Requires a Bachelor’s degree from an accredited college or university in Civil Engineering, Engineering Technology, Construction Management, or related field; supplemented by four (4) years’ experience in municipal water and sewer projects, civil engineer design of pipelines, pump stations, storage tanks, treatment plants, etc.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.Familiarity with Environmental Protection Division Permitting and Minimum Standards for Public Water Systems and Guidelines for Sewage Collection Systems.

Level 1B Advanced Fundamentals GSWCC red card certification or Level II Designer certification to be obtained within six (6) months from the date of hire. Working knowledge of National Incident Management System and Call Before You Dig (811).
