Job summary

NW Natural Water in Sunriver, Oregon, seeks an experienced supervisor to oversee operation, maintenance, and repair of water transmission and distribution systems in compliance with state and federal regulations. Responsibilities include planning, scheduling, supervising crews, ensuring safety, managing budgets and equipment, reviewing projects, and coordinating with contractors.

Requires a high school diploma and 4 years of water distribution experience; a Class B CDL with tanker endorsement is

Qualifications

  • High School Diploma or GED equivalent; AND four (4) years of Water Distribution experience, preferably with Company; OR an equivalent combination of education, training and experience.

Responsibilities

  • Plans, schedules, and supervises the operation, maintenance, and repair of Water infrastructure, equipment, and components; duties may vary according to job assignment.
  • Monitors Water activities to assure that Department policies are followed.
  • Supervises operations of the Water Systems maintenance and repair crews; coordinates Water activities to protect the health and safety of the citizens and the environment; resolves routine customer complaints; assures compliance with State and Federal environmental and water quality laws and regulations, and Company code, regulations, policies and standards.
  • Supervises staff, and assigns tasks, projects and priorities; assures that assignments are defined and achieved; evaluates staff performance; assures that quality and safety standards are met; develops staff skills and safety training plans; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment, and technical issues.
  • Reviews work assignments and project schedules, and assigns resources; develops plans, specifications and budgets for repair and replacement of equipment and tools; manages an inventory of equipment, tools and supplies.
  • Plans special projects; assures accomplishment of goals and objectives; plans staffing assignments to assure operational effectiveness; reviews the work of assigned staff to assure the work quality and timely completion of assigned duties and responsibilities; oversees work of outside contractors and vendors.
  • Monitors operations and maintenance projects; monitors work sites to assure that safety rules and regulations are followed, and that the work zone and all equipment are in safe operating condition; assures maintenance and repair issues are properly identified, addressed and resolved; reports unsafe conditions, accidents, injuries, security issues and illegal activities.

Position Summary:

Under general supervision, this job classification supervises the operation, maintenance and repair of the Utilities water transmission/distribution systems according to state and Federal environmental regulations, and Company policies, procedures and goals.

  • Maintains system wide programs, including valve and hydrant exercising, water quality flushing and water service replacement, compiles operational and technical data, and creates summary reports and recommendations.
  • Oversees special Water projects; assures effective communication of trends and issues.
  • Responds to critical incidents, and takes command when appropriate.
  • Supports the relationship between the Company and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and Company staff; promotes the Company goals and priorities, vision, values, and complies with all Company policies and procedures.
  • Maintains absolute confidentiality of work-related issues and Company information; performs other duties as required or assigned.
Qualifications:

Education, Training and Experience Guidelines

  • High School Diploma or GED equivalent; AND four (4) years of Water Distribution experience, preferably with Company; OR an equivalent combination of education, training and experience.

Knowledge of:

  • Company policies and procedures.
  • Oregon Department of Environmental Quality, American Water Works Association, Environmental Protection Agency, Uniform Plumbing Code, Company Code, Company Regulations, Occupational Safety and
  • Health Administration laws, rules, and requirements governing the management of water distribution systems.
  • Techniques and practices for efficient and cost effective management of resources.
  • Methods, materials and equipment used in water systems maintenance.
  • Federal and State codes and regulations governing water and emergency response.
  • Techniques for use and storage of chemicals, including OSHA Safety Data Sheets (SDS) for hazardous chemicals used in the workplace.
  • Environmentally responsible and resource-efficient public utilities maintenance techniques.

Skill in:

  • Supervising water systems operations.
  • Interpreting and applying technical standards and procedures, Federal and state rules and regulations, and Company code, regulations, policies and procedures.
  • Evaluating operational conditions, and developing effective maintenance and repair plans.
  • Promoting and enforcing safe work practices.
  • Managing staff, delegating tasks and authority, and coaching to improve staff performance.
  • Using initiative and independent judgment within established procedural guidelines.

License and Certification Requirements:
  • A valid Oregon State Driver’s License is required. A valid Oregon State Commercial Driver’s License will be required within 6 months of hire.
  • Water Systems require a Class B CDL w/Tanker endorsement within 6 months.
  • Water Distribution Grade 2 certifications from the Oregon Health Authority are required at time of application.
Working Conditions:

Work is performed in a standard office environment, and Company facilities, and outdoors in all types of weather. May occasionally be required to bend, reach, stoop, and lift objects. May be exposed to safety hazards, hazardous chemicals, infectious diseases, and dangerous tools and equipment.

Base hourly range:$34.37 - $52.24 per hour, depending on qualifications
