Job summary

The City of Galt is seeking a Mid-Management wastewater supervisor to lead the wastewater plant operations team, ensuring safe, compliant operations and efficient maintenance. This pivotal role coordinates laboratory analyses, budget planning, and coordination with the Utilities Manager.

Under general direction, you will supervise staff, manage projects, and ensure adherence to federal and state wastewater standards, while contributing to program improvements and cost-control efforts.

ABOUT THE POSITION

Wastewater Plant Supervisor

Base Pay Increases:

Effective July 1, 2027: $45.95 - $55.85

ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
  • Incentive Pay - Up to 5% incentive for City-approved educational courses.
  • Longevity Pay - Beginning at 10 years of service, 5%; at 15 years of service, 7.5%.
  • Bilingual Pay - $100 per month.
  • Cell Phone Stipend - $75 per month.
  • Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.
  • On Call Pay - Two hours for every normal workday and four hours for every holiday weekend.
  • Standby Pay - Two hours for each standby shift of 8 hours or less.
BENEFITS:
  • Home Buying Program - $25,000 interest-free loan to assist with the purchase of a home in Galt city limits.
  • Tuition Reimbursement - Up to $4,000 per fiscal year.
  • Holiday Pay - Fourteen (14) paid holidays: One (1) floating holiday and thirteen (13) fixed holidays observed: New Year's Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve, and Christmas Day.
  • Vacation Leave - 80 hours per year for the first 4 years of service, 120 hours after 4 years, 160 hours after 10 years, 200 hours after 15 years, and 240 hours after 22 years.
  • Vacation Credit - Those with 4+ years of prior public agency experience may request to accrue at a rate of 120 hours.
  • Vacation Cash Out - Eligible employees may cash out up to 80 hours per year.
  • Sick Leave - 96 hours per year.
  • Admin Leave - 70 hours for exempt employees.
  • Health Insurance - City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.
  • Life Insurance - City pays a $50,000 policy and a $1,500 policy for dependents.
  • Long Term Disability - City-paid policy; benefit is up to 60% of base salary.

Mid-Management/Unrepresented Position

Under general direction, plans, schedules, assigns, and reviews the work of wastewater treatment plant operations staff; when assigned as the Chief Plant Operator, operates municipal wastewater treatment facilities in compliance with federal and state requirements; coordinates, monitors, and provides technical input for assigned wastewater treatment operations projects and special programs; performs a variety of technical tasks relative to the operations and maintenance of the wastewater treatment plant facilities and systems; may provide assistance to the Utilities Manager; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Deputy Public Works Director of Maintenance and Operations. Exercises general supervision over assigned staff and contractors.

CLASS CHARACTERISTICS

This is the full supervisory-level class in the wastewater plant operation series. Responsibilities include planning, organizing, supervising, reviewing, training, and evaluating the work of wastewater activities at the plant site and the City's sewer and stormwater lift stations. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. In addition, the incumbent may assist with day-to-day operational duties. This class is distinguished from the Deputy Public Works Director of Maintenance and Operations in that the latter has overall management responsibility over all Utilities functions.

EXAMPLES OF TYPICAL JOB FUNCTIONS

  • Plans, coordinates, schedules, assigns, supervises, and reviews the work of staff engaged in wastewater plant and lift station operation, laboratory systems, and maintenance activities.
  • Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion; and trains or coordinates training and safety methods, procedures, and techniques.
  • Determines and recommends equipment, materials, schedules, and staffing needs for assigned projects and programs; prepares detailed cost estimates with appropriate justifications, as required; reviews needs with appropriate management staff; allocates resources accordingly.
  • Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
  • Provides input into the budget for the unit; monitors the budget on a regular basis.
  • Prepares, approves, and submits all required discharge reports to permitting agencies as the responsible Chief Plant Operator.
  • Oversees laboratory analysis of wastewater, sludge, industrial wastes, soils, and other related matrices; takes appropriate corrective action to make operational changes to ensure compliance with water quality requirements.
  • Reviews schedules; daily plant operations logs; monthly summaries, including NPDES; and pretreatment reports, and consults with and advises plant operational staff.
  • Estimates time, cost, labor, and material needs; assigns personnel and orders necessary equipment and materials; approves purchase orders and maintains an inventory of required materials, tools, and supplies.
  • Inspects and evaluates work in progress and completed work; identifies problem areas and directs corrective action; works with staff to ensure that plant meets regulatory requirements.
  • Ensures that safe work practices and procedures are followed; conducts safety meetings.
