City of Lancaster (PA) is seeking a seasoned Maintenance Supervisor to oversee Plant Maintenance Mechanics and Maintenance Workers at the wastewater treatment facilities and pumping stations. You will coordinate training, schedule work, and supervise maintenance activities to ensure reliable operation.

The role requires strong mechanical and electrical knowledge, PM program oversight, and proficiency with CMMS and MS Office.

Qualifications

  • Graduation from high school or completion of a GED is required.
  • Associate degree or equivalent technology degree in mechanical or electrical field preferred; or the equivalent combination of education and experience.
  • At least four (4) years of experience in mechanical maintenance and repair of wastewater treatment equipment; supervisory experience preferred.
  • Possession of a valid Pennsylvania State Driver’s License is required.
  • Within 18 months, ability to obtain a Class “E” certification for wastewater operations from the PA DEP.

Responsibilities

  • Supervises the work of Plant Maintenance Mechanics and Maintenance Workers in the maintenance and repair of equipment at the Wastewater Treatment Plant and Pumping Stations.
  • Plans, assigns, and inspects work of the Plant Maintenance Mechanics and Maintenance Workers.
  • Coordinates and tracks training for staff engaged in plant and pumping station maintenance.
  • Monitors preventive maintenance schedules and ensures timely execution.
  • Uses CMMS to log maintenance activities, generate reports, and track records for compliance.
  • Responds to emergency calls and coordinates minor repairs; escalates major breakdowns.
  • Maintains safety records, reviews procedures, and conducts safety trainings for staff.
  • Helps develop and revise SOPs related to wastewater maintenance and operation.

Job description

  • Supervises the work of Plant Maintenance Mechanics and Maintenance Workers in the maintenance and repair of equipment at the Wastewater Treatment Plant and Pumping Stations.
  • Follows safe practices in the performance of duties.
  • Plans, assigns, and inspects work of the Plant Maintenance Mechanics and Maintenance Workers.
  • Coordinates and tracks training for the Plant Maintenance Mechanics and Maintenance Workers engaged in the repair and maintenance of the plant, pumping stations and the related buildings.
  • Determines schedules, sequences, and assignments for work activities, based on work priority, preventive maintenance schedule, quantity of equipment, and skill of personnel.
  • Provides technical supervision for Plant Maintenance Mechanics.
  • Inspects mechanical equipment and determines components requiring replacement or repair.
  • Trains, reviews, and evaluates safety procedures with employees.
  • Maintains safety records and prepares reports.
  • Consults with City management, engineers, contractors, and equipment manufacturers.
  • Assists with the development and revision of Standard Operating Procedures (SOPs) related to wastewater maintenance and operation of pumping stations.
  • Collaborates with City and consultant personnel to identify, define, and solve operational problems.
  • Monitors employees’ work levels and reviews performance.
  • Utilizes the City’s Computerized Maintenance Management System (CMMS) to log and track the maintenance and recordkeeping of all plant and pumping station activities including cleaning, repairs, preventive maintenance activities, and proposed work.
  • Generates reports as needed from the Computerized Maintenance Management System CMMS for Federal, State and local requirements.
  • Responds to emergency calls regarding mechanical problems; performs or assists with minor repairs [AZ1]and requests assistance for major breakdowns.
  • Tracks and schedules certification training.
  • Assists with snow removal operations, including scheduling and supervision.
  • Assists with requisitions for materials and supplies.
  • Assists with maintaining time, production, and pumping station flow records, as needed.
  • Assists with maintaining Suburban Lancaster Sewer Authority daily project reports and serving as a liaison between the City and Suburban Lancaster Sewer Authority in matters pertaining to operation and maintenance of Suburban Lancaster Sewer Authority pumping stations, as needed.
Education, Training and Experience
  • Graduation from high school or completion of a GED is required.
  • Associate degree or equivalent technology degree issued from a trade school in the mechanical or electrical field is preferred; or the equivalent combination of education and experience.
  • At least four (4) years of experience in mechanical maintenance and repair of wastewater treatment equipment is required, with supervisory experience preferred.
Licenses and Certificates
  • Possession of a valid Pennsylvania State Driver’s License is required.
  • Possession or ability to obtain within eighteen (18) months a Class “E” certification for wastewater operations issued by the Pennsylvania Department of Environmental Protection.
  • Knowledge of practices related to the wastewater operations.
  • Knowledge of electrical and mechanical applications pertaining to wastewater operations.
  • Knowledge and ability to understand the operations of the plant and pumping stations equipment, to efficiently write and amend equipment Standard Operation Procedures (SOPs).
  • Knowledge and ability to understand programming, maintenance, troubleshooting, and interpretation of programmable logic controllers, variable frequency drives, supervisory control and data acquisition systems, and equipment networking.
  • Thorough knowledge of the methods, materials, tools, and practices of the mechanical and electrical trade.
  • Knowledge of three-phase power systems, electrical motors, AC and DC switchgear, transformers, three-wire controls, and other electrical equipment.
  • Ability to read and understand drawings, prints, as-built plans, and equipment manuals.
  • Ability to operate a vehicle on private and public streets is required.
  • Proven proficiency in computer knowledge, understanding and use of Microsoft suite of tools (Word, Excel, Outlook, etc.).
  • Proven ability to interpret, verify, and accurately enter data into a computer database is required.
  • Proven ability to follow directions and complete assignments.
  • Proven ability to respond quickly and effectively to emergency situations.
  • Proven ability to read, write, speak, and comprehend the English language.
  • Proven ability to work well under pressure and to maintain positive interactions with both external and internal customers.
