Job summary

Oaktree is seeking a Vice President of Tool Management in Los Angeles to lead the strategy, governance, and day-to-day operations of our technology tooling portfolio in a financial services setting.

The role partners with Enterprise Architecture, Engineering, Security, Procurement, and Risk to maximize value, control costs, and ensure regulatory compliance, while driving digital transformation and disciplined execution across teams.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering, or related field.
• Experience with SAM/SAM tools and vendor audits.
• Familiar with ITIL, SOX, ISO/IEC 19770 standards.

Responsibilities

• Manage the full tool lifecycle from evaluation to retirement to eliminate redundancy and reduce TCO.
• Lead tool-evaluation requests and define a repeatable scoring/approval process.
• Own license strategy and allocations; maintain accurate entitlements and renewal dates.
• Partner with Procurement/Vendor Management on contract negotiations and vendor performance.
• Establish tooling governance, access controls, and compliance with security/regulatory obligations.
• Participate in vendor risk assessments with Information Security, Risk, and Compliance.
• Track tool usage, spend, adoption, and ROI; forecast and identify cost-optimization opportunities.
• Collaborate with Enterprise Architecture to align tools with standards and reference architectures.
• Maintain inventory records of managed tools, including ownership and renewals.
• Stay informed on trends and regulatory requirements to evolve change management.
