JOB SUMMARY:

ICL’s Vice President, Enterprise Applications & Health IT oversees the management, training, and support for a broad portfolio of program-specific software applications and web portals with a focus on Electronic Health Record and Case Management systems. This position is actively engaged in the work of ICL’s programs, developing a deep understanding of their workflows, staff roles, reporting requirements, and strategic objectives. This role serves as a key liaison between business stakeholders, software vendors, and leadership to ensure technology solutions align with organizational goals and operational needs. The successful candidate will combine strong technical knowledge, project management expertise, and stakeholder relationship skills to drive continuous improvement across the agency's application landscape.

ESSENTIAL JOB FUNCTIONS:

Application Governance, Support and Change Management

  • Own and manage a portfolio of 40+ enterprise applications supporting agency operations.
  • Communicate with staff on a proactive basis regarding IT changes and incidents that affect them.
  • Stay informed of and evaluate software releases, product roadmaps, and system impacts, and work with program leadership to determine applicability of new opportunities.
  • Proactively propose solutions, incorporating tools such as cost-benefit analysis, to current and emerging technology needs.
  • Evaluate and prioritize enterprise application enhancement and change requests, and present recommendations to a change management committee for review and decision-making.
  • Ensure approved changes are planned, tested, communicated, and implemented effectively.

Team Leadership & Operational Oversight

  • Supervise and manage ICL’s Enterprise Applications Team.
  • Monitor service request queues managed by direct reports to ensure timely resolution and appropriate prioritization.
  • Provide guidance, remove obstacles, and support team members in managing workload and escalations.
  • Establish operational processes and best practices to improve team effectiveness and customer satisfaction.

Project Management

  • Understand organization-wide IT strategic objectives as managed by the SVP of IT and ensure that program-specific IT projects align with them.
  • Manage IT projects as assigned by the SVP of IT:
    • Develop coherent project plans, appropriate task assignments, and realistic time estimates for projects.
    • Monitor the overall progress of projects against plan and regularly communicate project status to stakeholders.
    • Identify and manage project risks, issues, and interdependencies across multiple initiatives.

Software Selection & Implementation Management

  • Lead EHR and enterprise application implementations, including software evaluations, vendor demonstrations, requirements gathering, and selection processes.
  • Facilitate project scoping, solution design, and implementation planning activities.
  • Oversee system configuration, testing, training, and go-live readiness, including the development and delivery of clear and concise online reference materials and end-user trainings.
  • Coordinate post-implementation support and continuous improvement activities to ensure successful adoption.
  • Establish and maintain productive relationships with software vendors and technology partners to address system enhancements, defects, and future planning needs.
  • Manage vendor performance, issue resolution, contract-related activities, and escalation processes.

Stakeholder Management & Communications

  • Build strong relationships across ICL departments to understand business needs and priorities, and act as a trusted advisor to operational and clinical leaders regarding enterprise application capabilities and opportunities.
    • Develop coherent project plans, appropriate task assignments, and realistic time estimates for projects.
    • Monitor the overall progress of projects against plan and regularly communicate project status to stakeholders.
    • Identify and manage project risks, issues, and interdependencies across multiple initiatives.
  • Manage stakeholder expectations while balancing organizational goals, resource constraints, and strategic initiatives.

Vendor Management

  • Establish and maintain productive relationships with software vendors and technology partners to address system enhancements, defects, and future planning needs.
  • Manage vendor performance, issue resolution, contract-related activities, and escalation processes.

ESSENTIAL KNOWLEGE, SKILLS AND ABILITIES:

  • Demonstrated ability to lead change, influence senior executives, and build consensus across clinical, operational, and technical stakeholders.

  • Ability to understand complex technical concepts and translate them into clear, actionable information for non-technical audiences.
  • Ability to analyze and redesign current-state workflows to future-state processes that align with business objectives and ensuring data quality, reporting, compliance, regulatory, and audit requirements are addressed within the future-state solution.

  • Strong knowledge of CPT, Healthcare Common Procedure Coding System (HCPCS), and ICD-10-CM coding
  • General understanding of the medical billing process is preferred.

QUALIFICATIONS AND EXPERIENCE:

  • Experience in behavioral health, healthcare, human services, or nonprofit organizations.
  • Minimum of 3 years managing a team, including coaching, mentoring, and developing staff to achieve individual and organizational goals.
  • 5+ years of experience supporting enterprise healthcare applications and technology systems.
  • Demonstrated experience working with multiple EHR platforms and leading data conversion or migration efforts between systems. Experience leading large-scale enterprise implementations and digital transformation initiatives will also be considered.
  • Exceptional executive communication and stakeholder management skills.
  • Experience aligning and motivating key process stakeholders, including nurses, physicians, and other clinical/administrative staff
  • Clinical experience and understanding of physician practice operations is a plus.
