Job summary

Metropolitan Transportation Authority (MTA) seeks a Vice President, Associate General Counsel to lead rapid response contracting for Capital Programs. Reporting to the SVP, Contracts, you will oversee 5-7 staff and manage contracts across Stations, Signals & Train Control, Infrastructure, Bridges & Tunnels, and Railroads.

You will draft strategies, guide procurement, ensure compliance with public works laws and funding partners, and advise senior management on risk, disputes, and contract

Qualifications

• Juris Doctor and NY Bar admission required.
• At least 10 years of legal experience in law firms, government legal offices, or in-house departments.
• Minimum 6 years of managerial/supervisory experience.
• Experience with complex public works and construction projects, and real estate matters.

Responsibilities

• Lead contracts for a business unit from strategy to drafting, procurement, negotiation, and awards.
• Develop strategic, risk-balanced contracts and specifications to protect budget and schedule.
• Provide contracting strategy advice early in procurement processes.
• Collaborate with Development to address funding, capacity, timelines, and strategy.
• Draft enforceable contracts involving construction methods for capital programs.
• Ensure compliance with public works laws and funding partner requirements; draft consultant contracts.

Education

Juris Doctor - Law degree

New York State Bar admission

10+ years of legal experience

6+ years managerial/supervisory experience

Experience with federal and state procurement laws
