Position Summary

The Violence Prevention Case Worker is responsible for identifying individuals at high risk of violence and providing structured support to prevent escalation. This role combines individual case management with community-level protection monitoring to create a protective environment for vulnerable populations, particularly women, children, and persons with disabilities.

Principal Responsibilities

Risk Identification & Mitigation

• Conduct regular safety audits and protection monitoring in displacement sites to identify environmental risks (e.g., poor lighting near latrines, lack of private spaces).
• Identify early signs of tension or potential violence within households or communities and provide immediate mediation or referral support.
• Perform individual protection risk assessments to determine the likelihood of violence, neglect, or exploitation.

Case Management & Support

• Develop “Prevention Plans” with individuals at risk, focusing on strengthening their social support networks and physical safety.
• Provide immediate emotional stabilization for those in high-stress environments to prevent the escalation of domestic or community violence.
• Ensure a seamless link between prevention activities and specialized services (Legal, Health, or MHPSS) for those who have already experienced harm.

Community Mobilization

• Facilitate community-led sessions on conflict de-escalation, rights-based protection, and the prevention of sexual exploitation and abuse (PSEA).
• Strengthen local protection committees to lead their own safety initiatives and report protection concerns safely.
• Organize activities that promote social inclusion and reduce the risk of violence against marginalized groups.

Documentation & Reporting

• Track and report on recurring protection threats and types of violence observed in the field to inform program adjustments.
• Maintain confidential records of all interactions, ensuring that no do no harm principles are violated during data collection.

Minimum Qualifications

• Bachelor’s degree in social work, sociology, psychology, or law.
• At least 2 years of experience in protection, social work, or community mobilization in Gaza.
• Proven experience in identifying protection risks and conducting community outreach in emergency settings.
• Strong understanding of Protection Mainstreaming and the Minimum Standards for Protection.
• Knowledge of humanitarian principles and the specific protection landscape in Gaza.
• Professional proficiency in Arabic and basic reporting skills in English.
• Ability to work neutrally and impartially in high-tension environments.
• Ability to work under pressure in insecure environments.
• Fluency in Arabic; working proficiency in English preferred.
• Demonstrated commitment to humanitarian principles and safeguarding standards.

Preferred Qualifications

• Deep commitment to PSEA and accountability to affected populations.
• Strong understanding of CPMS, case management principles, and psychosocial support frameworks.

Physical Demands

• Must be mobile in an office environment and able to use standard office equipment.
• Must be able to communicate in verbal and written form and must be able to travel internationally.
• Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”

Work Environment

• Typical office environment with exposure to a minimal noise level.
• Emergency deployments may be in resource‑deprived environments with austere living conditions.
• Travel for extended periods may be by air and/or other modes of transportation.
• While international travel is not a regular part of every job, programmatic needs may require it intermittently.
• Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
