Job summary

The Municipality of Woodstock is seeking a Village Foreman to provide hands-on leadership for the public works staff. You will supervise daily operations, oversee equipment use, and coordinate safety, planning, and project execution in Woodstock, Vermont.

Responsibilities include project coordination with contractors, ensuring compliance with safety regulations, and maintaining open communication with the DPW Director and residents.

Qualifications

  • High school diploma or equivalent required.
  • Approximately 3–5 years of public works or related field experience.
  • Experience operating trucks and heavy equipment.
  • Prior supervisory or crew-lead experience strongly preferred.
  • Municipal or public sector experience preferred.

Responsibilities

  • Plan, assign, and oversee daily work on Village streets and rights-of-way, sidewalk and curb maintenance, winter operations, and stormwater systems.
  • Direct, coordinate, and monitor public works crew members daily; train staff in safe operation of vehicles and equipment.
  • Oversee proper use, inspection, and maintenance of trucks, plows, loaders, and related equipment; coordinate major repairs with mechanics.
  • Assist DPW Director in planning and implementing capital and maintenance projects; coordinate with contractors and utilities.
  • Ensure safety, environmental compliance, and recordkeeping; interact with residents and attend meetings as needed.

Salary: Based on experience, salary range $25.00-$35.64 per hour

The Village Foreman is responsible for the daily supervision and coordination of public works operations within the Village of Woodstock. This position provides hands‑on leadership to Village public works staff, ensuring safe, efficient maintenance and improvement of Village streets, sidewalks, stormwater infrastructure, the Village green, and related public facilities.

Working under the general direction of the DPW Director, the Village Foreman organizes work crews, prioritizes projects, monitors work quality and safety, and assists with planning, budgeting, and project coordination consistent with Village policies, the applicable collective bargaining agreement, and relevant Vermont and federal laws.

Essential Duties and Responsibilities

Key responsibilities include, but are not limited to:

  • Operations & Maintenance
    • Plan, assign, and oversee daily work on:
      • Village streets and rights-of-way (patching, grading, minor paving coordination, sweeping, signage).
      • Sidewalk and curb maintenance.
      • Winter operations: plowing, sanding, salting, and snow removal.
      • Stormwater and drainage systems (culverts, ditches, catch basins).
      • Village green, common areas, and other public properties as assigned.
    • Inspect infrastructure and identify maintenance and repair needs, reporting priorities and recommendations to the DPW Director.
  • Supervision of Staff
    • Direct, coordinate, and monitor the work of Village public works crew members on a daily basis.
    • Train staff in safe and proper operation of vehicles, tools, and equipment in accordance with OSHA/VOSHA and Village safety policies.
    • Provide input to the DPW Director regarding employee performance, training needs, and disciplinary issues, consistent with Village personnel policies and the union agreement.
  • Equipment, Vehicles, and Materials
    • Oversee proper use, routine inspection, and basic maintenance of public works trucks, plows, loaders, mowers, and related equipment.
    • Coordinate with mechanics or outside vendors for major repairs or scheduled servicing.
    • Monitor inventories of sand, salt, gravel, asphalt patch, culverts, and other supplies, and provide restocking recommendations to the DPW Director.
  • Project Support and Coordination
    • Assist the DPW Director in planning and implementing capital and maintenance projects.
    • Coordinate field work with contractors, utilities, and other departments as directed.
    • Help set up and maintain appropriate traffic control and work zone safety at job sites.
  • Compliance and Recordkeeping
    • Support compliance with applicable safety, environmental, and transportation requirements.
    • Maintain or assist in maintaining work logs, equipment use records, timesheets, and materials records as required by the DPW Director and Village procedures.
  • Public Interaction and Communication
    • Interact courteously and professionally with residents, businesses, and visitors regarding public works issues.
    • Communicate field conditions, progress, and issues to the DPW Director in a timely manner.
    • Attend meetings as requested by the DPW Director (e.g., staff meetings, Village meetings related to public works).
  • Emergency Response
    • Respond to after‑hours, weekend, and holiday emergencies (e.g., snowstorms, flooding, washouts, downed trees) as required.
    • Assist in implementing the Village’s emergency response plans and coordinating with other departments and agencies.
  • Other Duties
    • Perform related duties as assigned by the DPW Director or as necessary to ensure safe and effective delivery of public works services.

Minimum Qualifications

Education and Experience

  • High school diploma or equivalent (GED) required.
  • Approximately 3–5 years (or more) of experience in public works, highway maintenance, construction, utilities, or a closely related field.
  • Experience operating trucks and heavy equipment commonly used in municipal public works.
  • Prior supervisory or crew‑lead experience strongly preferred.
  • Municipal or public sector experience preferred.

Licenses and Certifications

  • Commercial Driver’s License (CDL) Class B (or higher), or ability to obtain within a period specified by the Village after hire, as required for operation of Village vehicles.
  • Any certifications required for flagging/traffic control or specialized equipment, or willingness to obtain such certifications within a specified timeframe.

Physical and Environmental Requirements

  • Frequent standing, walking, bending, kneeling, and lifting/carrying of materials and equipment (often 25–50 pounds; occasionally more with assistance or mechanical means).
  • Regular operation of trucks, plows, loaders, mowers, and similar equipment.
  • Work in outdoor environments typical of Vermont, including exposure to heat, cold, rain, snow, ice, dust, and noise.
  • Exposure to traffic and construction‑related hazards; appropriate personal protective equipment (PPE) is required.

· Work is done outside in a truck/heavy equipment with manual labor work as needed.

· Environmental conditions to include operating equipment under adverse weather conditions (extreme cold and heat, extremes of noise and vibrations, fumes and dust may be present while operating or near equipment, and wet and/or humid conditions especially when exposed to weather and extreme heat conditions).

· Hazardous conditions include moving parts on equipment and machines; exposure to power lines; and traffic encountered while operating equipment and machines.

· This is a full‑time position.

· This is a union position – IUPE 804.

· Regular hours are Monday through Friday, 7:00 am to 3:30 pm, with the ability to work overtime as required.
