The Village of Heyworth is seeking a civil Engineer to lead municipal engineering operations and supervise the Building and Zoning Department. Qualified candidates may also be considered for appointment as Director of Public Works, an additional administrative leadership role with a different salary range. Applicants are encouraged to specify whether they have interest in being the Director of Public Works at the time of application.
The Engineer, as the lead supervisor of the Building and Zoning Department, will be the direct supervisor of the Building Inspector and Code Compliance Officer as well as prepare and oversee the Building and Zoning Department budget. Although the lead supervisor position of the Building and Zoning Department, the Engineer will serve as a secondary Code Compliance Officer and Zoning Administrative Official. In these capacities, the Engineer will assist the Building Inspector and Code Compliance Officer with building inspections, code compliance, and zoning matters when needed. These roles are expected to be less than 10% of time spent by the Engineer.
For a qualified applicant who is interested in serving as Director of Public Works, the Director role will be primarily administrative. The Director must demonstrate strong leadership, coordinate projects and assignments effectively, and oversee the consolidation and prioritization of budgets and needs across Public Works departments. The Director will supervise the Superintendent of Parks and Facilities and the Superintendent of Public Works, each of whom will manage the day-to-day operations of their respective departments. The Director will coordinate Public Works project planning, oversee the budgets prepared by each department, and address personnel matters involving those supervisory positions. The Director duties are expected to account for less than 25% of the Engineer’s time. Eligibility for the dual role will be determined based on the applicant’s supervisory and leadership experience and abilities.
The positions of Engineer and Director of Public Works are appointed positions under the authority of the mayor and approved by the Village Board. The positions operate under the direct supervision of the Assistant Village Administrator and the general supervision of the Village Administrator and Mayor.
Oversee and coordinate public works construction projects, including, as appropriate, design, bid preparation and advertising, construction oversight, and document review, whether the work is performed by Village staff, contractors, or outside engineering firms.
Generally, work Monday through Friday from either 7:00 a.m. to 3:30 p.m. or 7:30 a.m. to 4:00 p.m. The position also requires availability for Village Board meetings, after-hours emergency response, and other operational needs.
Must live within 25 miles of the Village limits or relocate within 2 years of employment unless otherwise agreed.
$100,000 – $125,000 annually. The starting salary will depend on licensure and experience.
