Victim Services Program Coordinator – Family Services (Full Time Regular, 100% Grant Funded, Pay Grade E5)

Position Summary: The Victim Services Program Coordinator is responsible for developing and administering a comprehensive, grant-funded victim services program that serves Native and non‑Native victims of intimate partner domestic violence, dating violence, sexual assault, stalking, and sex trafficking. The role provides leadership, supervision, and support to a team of two Victim Advocates and an Outreach Specialist, ensuring services are trauma‑informed, culturally honoring, and compliant with all applicable federal, state, local, and tribal laws, grant requirements, and confidentiality practices.

The coordinator oversees a nine‑county service area, travels as needed to meet with victims or community agencies, attends meetings and trainings, and conducts outreach and awareness activities. While the position is primarily located in the Manistee office, occasional work from the Muskegon office may be required.

Employment Qualifications – Minimum Necessary Qualifications

• A Bachelor’s degree in social work, sociology, psychology, criminal justice, or another related social science or administrative field.
• At least three years of experience in victim advocacy, domestic violence or sexual assault services, including direct service work such as case planning, assessment, case management, documentation, and reporting.
• Minimum one year of supervisory or management experience.
• Proven experience managing grant‑funded programs, including grant writing, reporting and compliance.
• Strong understanding of the Victims of Crime Act (VOCA), Violence Against Women Act (VAWA), Family Violence Prevention and Services Act (FVPSA), and confidentiality best practices for grant‑funded victim service providers.
• Excellent leadership, professionalism, ethics, and a strong commitment to confidentiality.
• Strong written and verbal communication skills, including conflict management and crisis de‑escalation, with a highly accurate and detail‑oriented approach.
• Possession of a valid driver’s license and ability to be insured under the organization’s insurance policy.

Preferred Qualifications

• Experience working with Native American communities and an understanding of historical trauma as it relates to providing trauma‑informed and culturally honoring victim services.
• Sound reasoning and judgment.
• Strong skills in problem‑solving, organization, project management, use of software and technology, and presenting and facilitating.
• Ability to work independently while managing multiple tasks and also collaborate respectfully with internal departments, tribal, and non‑tribal agencies.

Duties and Responsibilities

1. Lead, supervise, and support program staff to deliver high‑quality culturally honoring services to victims.
2. Conduct staff training, case reviews, and professional development to ensure knowledge of best practices in victim advocacy.
3. Oversee all direct service program activities such as personal and legal advocacy, safety planning, referrals, emergency and transitional housing, emergency financial assistance, and case management.
4. Ensure compliance with VOCA, VAWA, FVPSA, and confidentiality best practices for grant‑funded victim service providers, including protecting client records.
5. Ensure victims are informed about the Crime Victim’s Rights Act and that their rights are upheld according to federal, state, local, and tribal laws.
6. Manage program budgets and grant funding, including writing, reporting, tracking expenditures, and ensuring compliance with grant requirements.
7. Develop and implement policies and procedures to enhance program effectiveness and service delivery in compliance with grant requirements.
8. Foster relationships with tribal, local, state, and federal agencies to strengthen collaboration and service accessibility.
9. Oversee community outreach efforts to increase awareness of services and resources available to victims.
10. Facilitate the Manistee Domestic Violence and Sexual Assault Response Team (MDVSART) and the Victim Services Program Task Force meetings.
11. Collect, analyze, and report program data to funding agencies and tribal stakeholders.
12. Advocate for policies and initiatives that support the needs of victims within the tribal community.
13. Other duties assigned by the Department Director and/or Department Lead.

Supervisory Responsibilities

Responsible for supervising all staff under the Victim Services Program.

Physical Demands

Sitting for prolonged periods with occasional standing, walking, or reaching. Manual dexterity required to use office equipment and keyboard, normal or corrected vision and hearing, and ability to carry work‑related materials up to twenty‑five (25) pounds.

Working Environment

Work performed in a climate‑controlled office environment. The schedule may need flexibility, and workers must manage stressful and compromising situations while remaining professional. Occasional overnight travel may be required for meetings or training.
