Job summary

GBMC HealthCare seeks a Vice-President of Financial Analysis, Budget, and Decision Support to lead enterprise FP&A, budgeting, labor analytics, cost accounting, and decision support across the system. This role develops labor analytics, provides internal controls, reconciliations, and ad hoc reporting for staffing and programs.

The position requires a Master’s degree and 8–10 years of experience with 3+ in a supervisory role, with deep healthcare FP&A and budgeting expertise and strong executive

Qualifications

  • Master’s degree in business administration (MBA), Healthcare Administration (MHA), Finance, Accounting, or a related quantitative field is required.
  • 8–10 years of progressively more responsible work experience, with at least 3 years in a supervisory role, healthcare FP&A and cost accounting experience required.
  • Expert knowledge of healthcare finance, budgeting, forecasting, and financial performance management; hospital cost accounting and Medicare/Medicaid knowledge.

Job description

Reporting directly to the Executive Vice President & Chief Financial Officer this high-profile position plans and manages budget, labor analytics, management reporting, benchmarking, decision support and cost accounting activities for GBMC Healthcare. The Vice-President of Financial Analysis, Budget, and Decision Support will be responsible for developing and maintaining labor analytics, cost accounting systems, providing internal controls and reconciliation processes necessary to maintain integrity and consistency of system data for these activities, providing standard and ad hoc reporting to support operational and executive leadership in staffing in-addition-to program, product line, health populations, and procedural analysis. This critical position will be charged with supporting and facilitating continuous improvements across GBMC Healthcare’s service areas.

Education: Master’s degree in business administration (MBA), Healthcare Administration (MHA), Finance, Accounting, or a related quantitative field is required.

Experience: 8 - 10 years of progressively more responsible work experience of which a minimum of three years is in a supervisory capacity. Must have specific healthcare experience with Financial Planning, Analysis, Decision Support and Cost Accounting.

Skills: Expert knowledge of healthcare finance, reimbursement methodologies, budgeting, forecasting, and financial performance management. Expert knowledge of hospital cost accounting, provider reimbursement mechanics, medical group practice economics, Medicare/Medicaid regulations, and risk-bearing value-based arrangements. Experience in working within the HSCRC GBR model unique to Maryland is desirable. Demonstrated ability to translate financial analysis into strategic business recommendations. Exceptional executive presence with outstanding written, verbal, and presentation skills. Proven ability to influence executive leadership and build consensus across complex organizations. Strong strategic thinking, business acumen, and organizational leadership. Demonstrated success leading organizational change and continuous process improvement. Ability to lead multiple complex initiatives simultaneously while balancing competing priorities. Strong analytical and problem-solving capabilities with excellent judgment. Proven ability to develop high-performing teams and foster a culture of accountability and collaboration. Advanced proficiency with enterprise financial systems, including Workday, Strata Decision Technology, Power BI, and Microsoft 365.

Principle Duties and Responsibilities:

Enterprise Financial Planning & Analysis Lead all enterprise financial planning activities, including annual operating and capital budgets, long-range financial plans, rolling forecasts, and strategic financial modeling. Develop integrated financial plans that align organizational resources with GBMC Healthcare’s strategic priorities. Provide executive leadership with timely analysis of financial performance, emerging trends, operational risks, and strategic opportunities. Lead enterprise service line profitability analysis, margin improvement initiatives, and return-on-investment analyses. Evaluate reimbursement strategies, payer performance, value-based care initiatives, and other financial drivers impacting organizational performance. Develop sophisticated financial models supporting centralized business planning for the system including strategic initiatives, physician growth, capital investments, affiliations, partnerships, and acquisitions. Establish enterprise forecasting methodologies that improve forecast accuracy while identifying key business assumptions, risks, and opportunities. Provides Executive & Board Decision Support. Develop executive communications, Board materials, financial narratives and strategic messaging that clearly communicate organizational performance and priorities. Partner with the CFO, SVP, and executive leaders to prepare Board materials, financial narratives, and presentation content that clearly communicates organizational performance, strategic initiatives, financial risks, and opportunities. Support Board and committee meetings by providing financial insight, responding to inquiries, and ensuring directors have the information necessary to fulfill governance responsibilities. Translate complex financial and operational information into concise, actionable recommendations for executive and Board decision-making. Performance Management & Executive Decision Support Develop enterprise financial dashboards, scorecards, and executive reporting that provide actionable insight into organizational performance. Establish key performance indicators and benchmarking methodologies to monitor financial and operational performance against internal goals and external peers. Lead monthly and quarterly financial performance reviews with executive leadership, providing recommendations to improve financial performance and operational efficiency. Translate complex financial information into meaningful business insights that support executive decision making. Prepare presentations and supporting analyses for executive leadership, Board committees, and other key stakeholders. Strategic Finance Serve as the finance leader supporting enterprise strategic planning and organizational growth initiatives. Lead financial due diligence, valuation, business case development, and integration planning for mergers, acquisitions, joint ventures, and other strategic partnerships. Partner with Corporate Controller on capital allocation planning, debt capacity analysis, liquidity planning, cash flow forecasting, and balance sheet optimization. Evaluate strategic initiatives using financial and operational analytics to ensure alignment with organizational objectives and financial sustainability. Shared Services Leadership Provide executive oversight for enterprise finance shared services as assigned by the EVP & CFO, ensuring consistent, high-quality financial reporting and analytical support. Drive standardization of financial processes, reporting methodologies, and performance measurement across the health system. Lead System Services benchmarking and monthly, quarterly, and annual financial performance reviews against organizational targets, strategic objectives, and external industry benchmarks. Partner closely with Corporate Accounting to ensure financial reporting accuracy, effective internal controls, and alignment between planning and actual financial results. Lead continuous improvement initiatives focused on automation, simplification, and enhanced financial insight. Organizational Leadership Build, mentor, and retain a high-performing FP&A organization recognized for analytical excellence, business partnership, building trust, and customer service. Foster a culture of accountability, collaboration, innovation, and continuous improvement. Develop future finance leaders through coaching, succession planning, and professional development. Serve as a collaborative partner with division and hospital Finance leads, physician enterprise leadership, operational executives, and corporate departments to improve enterprise financial performance.

Pay Range

$225,000.00 - $300,000.00 Final salary offer will be based on the candidate's qualifications, education, experience and alignment with our organizational needs.
