Job summary

Luminis Health, Inc. seeks a Vice President of Community Relations & Public Policy to lead system-wide government affairs, public policy, advocacy, partnerships, and community engagement across all hospitals and affiliated entities.

As a member of the executive leadership team, the role advises the CEO and aligns policy with mission and growth initiatives, serving as ambassador to state and local leaders and to diverse community stakeholders.

Qualifications

  • Master’s degree in Public Policy, Public Administration, Healthcare Administration, Law, Business, or related field is required.
  • 13-15+ years of progressive executive leadership in government relations, public policy, external affairs, healthcare, advocacy, or public sector leadership.
  • Demonstrated ability to operate in an environment with significant political complexity, competing stakeholder priorities, evolving regulatory requirements, reputational risk, media visibility, and executive-level decision making.
  • Demonstrated success influencing policy, building bipartisan relationships, leading coalitions, securing funding, and advising executive leaders.
  • Flexibility in dealing with changing priorities and a demanding workload.

Job description

Position Objective:

The Vice President of Community Relations & Public Policy is the executive leader responsible for developing, advancing, and executing Luminis Health’s system-wide strategy for government affairs, public policy, advocacy, strategic partnerships, and community engagement across all hospitals, service lines and affiliated entities. As a member of the executive leadership team, this person serves as the health system’s principal advisor on governmental affairs and is responsible for aligning public policy, strategic partnerships and community investment with Luminis Health’s mission, system strategies, short- and long-term priorities and growth initiatives. The Vice President serves as a trusted advisor to executive leadership and is a primary ambassador for the health system with local, county, state, and federal leaders, as well as community, faith-based, philanthropic, business, and nonprofit organizations.

Executive Responsibilities
  • Responsible for executive decisions regarding government affairs strategy, advocacy priorities, community investment strategy, external partnerships, and coalition participation.
  • Establishes the health system's legislative and public policy position and successfully advances our strategy and priorities to achieve system goals.
  • Cultivate executive-level partnerships and represent the health system externally with the Governor’s Office, Maryland General Assembly, Congressional delegation, County Executives, County Councils, State agencies, Maryland Hospital Association, business leaders, faith leaders, and community coalitions & stakeholders to shape and influence policy and key decisions.
  • Secures strategic funding and growth opportunities, including public funding, appropriations, grants, and public-private partnerships.
  • Identifies emerging opportunities and sustains strategic partnerships with community, faith-based, philanthropic, business, and academic organizations to advance the health system’s strategic growth, competitive position, and community impact.
  • Provide strategic counsel on legislative, regulatory, political, and community issues to the CEO, Chief External Affairs Officer, Chief Operating Officer, Hospital Presidents, Chief Physician Executive, Chief Nursing Executive, Chief Financial Officer, Chief Legal and Administrative Officer, Chief Development Officer, Population Health team, Marketing and Communications team, Grants team, other executives as well as the Board/Board Committees
  • Protects and enhances Luminis Health’s reputation, credibility, influence and trust with government, civic, business and community stakeholders.
  • Responsible for the development and execution of the External Affairs operating budget, public funding strategy, contracted advocacy resources, community partnership investments, and allocation of system resources supporting governmental and community engagement priorities.
  • Create communication vehicles and deliver key messaging to inform key internal and external audiences.
Educational/Experience Requirements:
  • A Master’s degree in Public Policy, Public Administration, Healthcare Administration, Law, Business, or related field is required. An equivalent combination of education and progressively responsible executive leadership experience may be considered for exceptionally qualified candidates.
  • 13-15+ years of progressive executive leadership in government relations, public policy, external affairs, healthcare, advocacy, or public sector leadership.
