The San Francisco Downtown Development Corporation (DDC) is an innovative independent 501(c)(3) corporation established to mobilize private capital and civic expertise to fund and implement high-impact initiatives that jumpstart long-term economic development in downtown San Francisco.

About the Role

The Vice President is responsible for planning, coordinating, and executing complex urban development and infrastructure projects within the DDC. Reporting to the CEO, this role oversees projects from concept through completion, ensuring alignment with the DDC’s strategic vision for economic vitality, public space enhancement, transportation access, and sustainable growth in the downtown district.

Key Responsibilities

• Lead end-to-end management of capital improvement and urban redevelopment projects.
• Manage expert consultant teams in urban planning, real estate, legal, and political strategy.
• Develop project scopes, budgets, schedules, and implementation strategies.
• Monitor project milestones and adjust plans to meet evolving needs and constraints.
• Lead structuring and execution of public-private real estate financings and DDC-led capital products.
• Manage legal counsel and lead negotiations with private developers and public counterparties.
• Manage investor and funder outreach and relationships.
• Serve as liaison between government agencies, private developers, community groups, utilities, and consultants.
• Facilitate public meetings, workshops, and stakeholder briefings.
• Manage internal and interdepartmental coordination to ensure regulatory and operational alignment.
• Prepare and manage RFPs, RFQs, and bid packages as needed.
• Oversee consultant and contractor selection processes.
• Administer and manage contracts, monitor deliverables, and ensure compliance with relevant standards.
• Develop and manage project budgets, forecasts, and funding allocations.
• Track expenditures, funding sources, grants, and reimbursements.
• Prepare financial reports for leadership, boards, and funding partners.
• Ensure compliance with zoning, environmental regulations, permitting, and public works standards.
• Coordinate entitlements, approvals, and inspections.
• Maintain thorough project documentation and reporting.
• Identify project risks and implement mitigation strategies.
• Ensure quality assurance across design, construction, and implementation phases.
• Address project delays, disputes, and change orders proactively.

Qualifications

• Bachelor's degree in Urban Planning, Civil Engineering, Architecture, Construction Management, Public Administration, or related field required; Master’s degree preferred.
• Minimum 15 years of applicable public and/or private sector experience.
• Experience managing multi-stakeholder public/private projects in dense urban environments.
• Strong knowledge of urban planning and development processes.
• Experience directing, managing, and financing large-scale urban development projects.
• Expertise in project scheduling software and budgeting tools.
• Ability to manage multiple large-scale projects simultaneously.
• Excellent negotiation, facilitation, and conflict-resolution skills.
• Strong written and verbal communication abilities.
• Political acumen and experience working with public boards and commissions.

Preferred Qualifications

• Familiarity with downtown revitalization, transit-oriented development, or economic development initiatives.

Location

This role will be based in San Francisco, with a minimum of three days per week in-person at our downtown office. The role may require as-needed attendance at evening public meetings and occasional travel for conferences, site tours, or partner collaboration.
