Job summary

The City of Altamonte Springs is seeking an entry-level Utility Technician to assist in locating and marking underground utilities across water, reclaimed water, sanitary sewer, and stormwater systems. You will work under supervision to learn procedures, safety standards, and operation of locating equipment.

Responsibilities include assisting with repairs, hydrant maintenance, meter work, and participating in on-call rotations.

Qualifications

Job description

Perform entry-level work assisting with the locating and marking of underground utilities within the City’s water distribution, reclaimed water, sanitary sewer, and stormwater systems. Work is performed under close supervision while learning utility location procedures, safety standards, and proper operation of locating equipment.

  • Assist with repairs and maintenance of water distribution system components including water mains, valves, hydrants, service lines, and meters while working under the supervision of experienced staff.
  • Assist with repair activities such as water main breaks, tie-ins, and emergency replacements while learning proper repair techniques and safety procedures.
  • Assist contractors and City crews with water main shutdowns, system flushing, and inspections.
  • Learn to work with reclaimed water systems and assist with routine maintenance activities in accordance with applicable regulations.
  • Support Utility Technicians during field operations and learn proper field techniques, safety practices, and standard operating procedures.
  • Assist with manual excavation or operate basic equipment to dig holes or trenches for water mains, hydrant repairs, meter servicing, and locating valves or leaks in the system.
  • Assist with restoring work sites following completion of maintenance or repair activities including backfilling, shoveling, grading, and site cleanup.
  • Learn to operate tools and equipment used in water distribution maintenance such as jackhammers, saws, pumps, valve exercising equipment, and other related tools.
  • Assist customers with water-related concerns by reporting issues to supervisors and helping address basic service requests.
  • Assist with documenting work activities, materials used, and maintenance performed in appropriate records or work order systems.
  • Assist with performing wet and dry taps, meter exchanges, hydrant maintenance, and preventative maintenance activities under supervision.
  • Assist with manual or machine-assisted valve exercising and other system maintenance tasks.
  • Learn procedures related to meter testing and assist with testing of larger meters as directed.
  • Assist during emergency response efforts related to water main breaks, service outages, or other water system failures.
  • Provide emergency support for water-related issues and participate in on-call rotations as required.
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform duties outside of their normal job responsibilities.
  • Complete required training as outlined in the City’s Comprehensive Emergency Management Plan.
  • Drive to City work sites and perform additional duties as assigned.
MINIMUM QUALIFICATIONS
  • High school diploma or G.E.D.
  • Valid Class E driver license. Must obtain state of Florida Class E driver license within thirty (30) days of employment
  • Basic computer skills
Licensing Requirements
  • Must obtain a Level 3 FDEP Water Distribution License within 24 months of employment.
  • Must obtain Basic Maintenance of Traffic (MOT) Certification within one year of employment.
PREFERABLE QUALIFICATIONS
  • Experience in operation/maintenance of utility systems.
  • Experience with GPS/GIS mapping systems
  • Willingness to adopt AI and emerging technologies.
Career Development

Upon obtaining a FEDP Water Distribution Level 3 License, and Basic MOT, the employee may be promoted to Utility Technician III and may receive a 5% pay increase.

SUPPLEMENTAL INFORMATION

Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening.

Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).

Position is considered at-risk for exposure to Hepatitis B during performance of regular duties. An acceptance/declination of vaccination form is required.
