Job summary

Qualifications

JOB SUMMARY

This position performs specialized duties to provide technical and administrative support for Geographic Information System (GIS) operations and asset management systems for the Public Utilities Department.



MAJOR DUTIES


  • Assists in maintaining Geographic Information System (GIS) data through editing, updating, and verifying asset information.

  • Performs data entry and quality control for GIS and asset management systems.

  • Assists with digitizing hardcopy plans, plats, and utility records into digital GIS formats.

  • Maintains and organizes electronic and physical records related to utility infrastructure.

  • Supports field verification of utility assets, including location, condition, and attribute data collection.

  • Assists with collection and entry of data to support regulatory requirements, including Lead Service Line Inventory and other current and emerging compliance initiatives.

  • Provides basic technical support to staff for GIS-related applications and mobile data collection tools.

  • Assists in the preparation of maps, reports, and data for internal staff, contractors, and external agencies.

  • Updates and maintains databases related to water, sewer, and utility infrastructure systems.

  • Assists with the development and maintenance of GIS web applications and dashboards.

  • Responds to requests for information from staff, departments, and the public.

  • Assists with organizing and maintaining project documentation and files.

  • Performs related duties



KNOWLEDGE REQUIRED BY THE POSITION


  • Knowledge of computers and job-related software programs.

  • Basic knowledge of Geographic Information Systems (GIS) principles and practices.

  • Basic knowledge of data entry, database management, and record keeping.

  • Knowledge of county and departmental policies and procedures.

  • Knowledge of modern office practices and procedures.

  • Skill in prioritizing and organizing work.

  • Skill in maintaining accurate records and files.

  • Skill in interpreting maps, plans, and technical documents.

  • Skill in the use of office and field equipment, including computers, scanners, and GPS devices.

SUPERVISORY CONTROLS

The GIS Analyst or Public Utilities Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.



GUIDELINES

Guidelines include County and department policies and procedures, GIS Standards, and applicable State and Federal regulations. These guidelines are generally clear but may require some interpretation in application.



COMPLEXITY/SCOPE OF WORK


  • The work consists of related technical and administrative duties supporting GIS and asset management systems. Frequent interruptions contribute to the complexity of the position.

  • The purpose of this position is to support GIS operations and data management for Public Utilities. Successful performance contributes to the accuracy, efficiency, and reliability of utility infrastructure data and systems.

  • Contacts are typically with coworkers, other county employees, representatives of local, state, and federal agencies, realtors, vendors, engineering consultants, and members of the general public.

  • Contacts are typically to give or exchange information, resolve problems, and provide services.



PHYSICAL DEMANDS/ WORK ENVIRONMENT


  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee frequently lifts light objects.

  • The majority of the work is typically performed in an office.

  • Field work is required on an occasional basis, such as collection of GPS points, testing of GPS equipment and training of field staff.



SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.



MINIMUM QUALIFICATIONS


  • Knowledge and level of competency commonly associated with the completion of specialized training in GIS, geography, surveying, engineering technology, or a related field, in addition to basic skills typically associated with a high school education.

  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

  • Possession of a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
