The Utility Coordinator is responsible for planning, coordinating, and overseeing utility investigations, conflict analyses, relocations, and utility agreements for transportation engineering projects. This role serves as the primary liaison between the design team, utility owners, agencies, and construction personnel to ensure utility issues are identified and resolved in a timely manner while maintaining project budgets and schedules.

This position is ideal for candidates with strong organizational and communication skills who are interested in the transportation engineering field but do not require a formal engineering degree. General tasks associated with this position include the following:

Utility Coordination & Conflict Analysis

  • Coordinate utility-related activities for highway, roadway, bridge, transit, and multimodal transportation projects.
  • Serve as the primary point of contact between project teams and utility companies, including electric, gas, water, sewer, telecommunications, cable, and pipeline providers.
  • Facilitate utility coordination meetings and document action items, commitments, and schedules.
  • Track utility owner responses and ensure compliance with project deadlines.
  • Review engineering plans to identify potential utility conflicts and impacts.
  • Evaluate existing utility infrastructure using surveys, utility records, subsurface utility engineering (SUE) data, and field investigations.
  • Develop utility conflict matrices and risk assessments.
  • Recommend relocation, protection, or accommodation strategies to minimize project impacts.

Project Development Support

  • Support transportation project managers and design teams throughout project development and delivery.
  • Develop guidance documents, checklists, white papers, as necessary as requested by client.
  • Coordinate utility design reviews at key project milestones.
  • Prepare utility relocation schedules and integrate utility activities into overall project schedules.
  • Monitor utility progress and communicate potential impacts to project stakeholders.

Utility Agreements and Permitting

  • Assist in the preparation and negotiation of utility agreements, reimbursement agreements, and permits.
  • Coordinate right-of-way and easement requirements associated with utility relocations.
  • Maintain project utility documentation, correspondence, and records.
  • Ensure compliance with applicable federal, state, and local regulations, policies, and utility accommodation requirements.

Construction Support

  • Assist with resolving utility-related field conflicts, change orders, and schedule issues.
  • Coordinate emergency utility issues and relocation activities as needed.
  • Attend construction meetings and provide utility status updates.

Stakeholder Coordination

  • Establish and maintain productive working relationships with utility owners, municipalities, transportation agencies, consultants, and contractors.
  • Communicate utility-related risks, opportunities, and project impacts to stakeholders.
  • Support public involvement efforts related to utility impacts and construction activities.

Education/Experience Qualifications:

Required:

  • Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, Engineering Technology, or a related field; or equivalent combination of education and experience.
  • Minimum of 2-7 years of experience in utility coordination, transportation engineering, civil engineering, utility engineering, or infrastructure project delivery.
  • Knowledge of transportation project development processes and utility relocation practices.
  • Experience coordinating with utility companies and public agencies.
  • Strong organizational, communication, and project management skills.
  • Proficiency in Microsoft Office Suite and project management software.
  • Ability to manage multiple projects and priorities simultaneously.
  • Valid driver’s license and ability to conduct site visits.

Preferred:

  • Experience with DOT projects and utility coordination requirements.
  • Familiarity with Subsurface Utility Engineering (SUE) practices and ASCE 38 standards.
  • Knowledge of utility accommodation policies and right-of-way processes.
  • Professional Engineer (PE), Engineering Intern (EI), Certified Utility Coordinator (CUC), or related credentials.
  • Experience with CAD, GIS, Bluebeam, or project collaboration platforms.
  • Strong understanding of utility design, relocation, and construction processes.
  • Ability to interpret engineering plans, utility maps, and construction documents.
  • Excellent negotiation and conflict-resolution skills.
  • Strong written and verbal communication abilities.
  • Ability to build effective relationships with diverse stakeholders.
  • Detail-oriented with strong analytical and problem-solving capabilities.
  • Ability to work independently and collaboratively in a team environment.
