Job summary

Polluxa, Inc. is seeking a Utilities Engineer to design and manage engineering projects for city utilities, including roadway, water, sewer, and stormwater infrastructure.

The role involves preparing project plans and specifications, estimating costs and schedules, coordinating across design, construction, and close-out phases, and administering consultant contracts to ensure timely delivery and compliance with codes and budgets.

Responsibilities

• Designs and prepares engineering projects/plans and specifications; estimates project costs, budgets, and schedules.
• Prepares project specific technical specifications to be used in various City projects to include roadway, utility, and stormwater infrastructure projects.
• Assist in developing capital project scopes, budgets, and schedules.
• Initiate and execute all phase of project management for assigned projects and track, report, and modify project progress as needed to ensure successful completion.
• Coordinate with project teams through all phases of a project including conceptual, design, construction, and closeout.
• Administers engineering consultant contracts. Reviews plans and specifications submitted by consultants for various projects such as construction/engineering plans, specifications, bid requests, bid documents, permit applications, billing invoices, change orders, proposals, final reconciliation agreements, contracts, technical reports, proposed budgets, cost estimates, various records, forms, reports, correspondence, etc. Prepares addendums to consultant contracts.
• Participates in the development review process regarding water, sewer, reuse, and stormwater infrastructure of all development projects to include commercial site plans, subdivisions, and planned development requests; reviews and provides comments on site plans and subdivisions for conformance to the City’s current Land Development Code and reviews new development studies for the purpose of providing recommendation concerning feasibility.
• Develop and review contracts and route contracts for approval tasks to include: sufficiency of funds certificate requests, new capital project number requests, complete agenda packets for Commission City Manager, or Director approval, prepare memorandums for purchase request and all supporting documents, coordinate contract review with Purchasing and Legal Departments, carry contract forward through close-out. Ensure records are field-checked and stored according to law.
• Evaluate, analyze, and compile information regarding site conditions, existing facility and infrastructure systems development impacts, regional systems, and state and federal requirements to determine modifications or adjustments needed to a project design or implementation.
• Attends and participates in bid openings, reviews bid submittals, attends preconstruction meetings.
• Assist with preparation of written correspondence and memos responding to public demands for information.
• Monitors and responds to inquiries concerning permit conditions and schedules actions/responses.
