Job Details: Level: Management, Job Location: Winslow Indian Health Care Center - Winslow, AZ 86047, Position Type: Full-Time, Education Level: Bachelors Degree, Travel Percentage: Occasionally, Job Shift: Day, Under general supervision of the Associate Chief Nurse Officer (ACNO), supervises delivery and evaluation of nursing care and the care environment in an urgent care and emergency setting. Oversees and manages clinical activities provided by inherent departments at the satellite clinics, or urgent care services. Works under the direct supervision of the ACNO; however, the Chief Nurse Officer (CNO) will maintain division oversight. Upholds the principles of Winslow Indian Health Care Center, Inc. (“WIHCC”) Vision, Mission, and Value Statements. Maintains confidentiality of all privileged information at all times.

Essential Duties & Responsibilities:
- Maintains regular attendance and punctuality.
- Improves staff effectiveness by motivating, coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, appraising job tasks and results in a timely manner, and approving time sheets.
- Oversees the supervision of personnel, which includes work allocation, schedules, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions.
- Provides nursing duties in the care of general medical-surgical, urgent, emergency/trauma, obstetrical, pediatric and behavioral patients encountered on a daily basis.
- In conjunction with the CNO, ACNO and Medical Staff, oversees the operation of the assigned clinic or center, in relation to patient flow, productivity, and health care needs of the population served.
- Investigates incidence, researches and makes recommendations for innovative development of best nursing and business practice.
- Ensures emergency equipment and high-risk clinical systems are available and ready for use, including crash carts, defibrillators, monitors, oxygen and suction, emergency medications, transfer equipment, point-of-care testing devices, and age-appropriate resuscitation supplies.
- Maintains visible clinical leadership and provides or directly supports professional nursing care when required by patient volume, acuity, staffing, or emergency conditions, while preserving the manager's oversight responsibilities.
- Ensures nursing practice reflects current evidence, Emergency Nurses Association standards, Emergency Severity Index principles, professional standards of practice, organizational policy, and the needs of the population served.
- Establishes department goals, measurable expectations, workflows, policies, procedures, standing processes, and standards of care that align with Division of Nursing and organizational priorities.
- Promotes patient- and family-centered care, effective communication, health literacy, interpreter access, cultural humility, patient rights, confidentiality, and respectful service consistent with WIHCC's Mission, Vision, Values, and standards of conduct.
- Acts as a liaison between staff, family, and physicians and other patient care team members.
- Develops and monitors department quality and patient-safety measures, goals, and improvement plans. Reviews data such as triage timeliness, patient flow, transfer delays, documentation completion, pain reassessment, suicide precautions, medication events, infection prevention, falls, staffing effectiveness, complaints, and patient experience.
- Conducts and documents tracers, audits, direct observations, environment-of-care rounds, and record reviews. High-risk reviews may include moderate sedation, code response, restraints, suicide risk, abuse and neglect, domestic violence, stroke, blood administration, medication management, waived testing, and transfer processes as applicable.
- Leads department preparation for accreditation and regulatory surveys, mock surveys, and plans of correction. Provides accurate records, accompanies surveyors when assigned, communicates findings, and verifies sustained compliance through follow-up monitoring.
- Participates in all nursing meetings and WIHCC programs as well as being active on the Nursing Administration team.
- Ensures Urgent Care staff are active members of the overall nursing team: attending and participating in monthly nursing staff meetings.
- Functions as the Acting CNO or Acting ACNO during their absence.
- Maintains department readiness for current Joint Commission standards and applicable National Performance Goals, including successor standards. Translates requirements into daily practice, staff education, competency validation, audits, tracers, performance improvement, and documented corrective action.
- Ensures nursing workflows support EMTALA obligations applicable to Urgent Care location. Staff promptly recognize and elevate requests for examination or treatment of a possible emergency medical condition, and registration, insurance, payment, or administrative processes do not delay the medical screening examination or stabilizing care by qualified medical personnel.
- Participates in the overall risk management activities for the Division of Nursing in collaboration with CNO, ACNO and Nurse Educator to assure timely follow up and action plan; with reports sent to Risk Management and safety officer.
- Provides orientation to new staff members and students as well as providing guidance, direction and training.
- Maintains professional knowledge and proficiency in nursing through continuing education, staff meetings, workshops, internal training programs, and serving on nursing committees, teams and functions.
- Participates in clinical and peer review to evaluate, modify, and improve current practice.
- Provides and performs comprehensive professional nursing care duties for patients with a wide variety of injuries and illnesses.
- Studies nursing staff operations to identify areas to improve care, meet patient satisfaction and efficient resource utilization; recommend action and consider to the CNO and ACNO.
- Assists the CNO and ACNO in maintaining, updating and implementing policies and procedures.
- Upholds all principles of confidentiality and patient care to the fullest extent.
- Adheres to all professional and ethical behavior standards of the healthcare industry.
- Adheres to WIHCCs Personnel Policies and Procedures, departmental policies, rules, and regulations.

Qualifications: Minimum Qualifications:
Bachelor of Science or Associate Degree in Nursing is required. Master’s Degree in Nursing preferred. Two years or greater of supervisory/leadership skills in an Emergency Department or Urgent Care setting and five years of registered nursing experience are required. Practical knowledge of professional nursing practices, ENA nursing standards of care, Joint Commission standards and requirements are required. Bilingual skills in English and Navajo language preferred.
Current BLS/CPR, ACLS, and PALS certifications are required. NRP certification required or attained within six months of hire; TNCC or ATCN and ENPC certifications required or attained within one year of hire; Basic dysrhythmia and 12-lead EKG interpretation training required or attained within six months of hire.
For all positions, RNs must have passed the National Council Licensure Examination (NCLEX). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Must maintain a valid unrestricted and insurable driver's license. Must successfully pass a background investigation and maintain suitable requirements for a Child Care position. This position is considered as a Child Care position, which requires a satisfactory background check investigation and is subject to the requirements of the Indian Child Protection and Family Violence Prevention Act, as amended (henceforth referred as the ICPFVP Act).
Knowledge, Skills, Ability
- Working knowledge of Joint Commission Hospital standards, National Performance Goals, CMS Conditions of Participation, EMTALA, CLIA-waived testing, infection prevention, patient rights, and applicable federal, state, and tribal requirements.
- Advanced knowledge of urgent and emergency nursing practice, triage, stabilization, transfer, resuscitation, trauma, pediatric, obstetric, medical-surgical, and behavioral health care.
- Knowledge of healthcare delivery systems to effectively utilize available resources to provide health care; the ability to analyze the effectiveness of health care delivery systems.
- Knowledge and skill in operating specialized medical equipment, such as cardiac monitors, EKGs, defibrillators, etc.
- Knowledge of current principles, methods and procedures for the delivery of nursing procedures and quality of care.

- Knowledge of current and emerging trends in technologies, techniques, issues, and approaches in area of expertise.

Physical Demands:
While performing the essential functions of this position, the employee is regularly required to walk, sit, use hands and fingers, handle, or feel objects and equipment, reach with hands and arms, and communicate effectively by talking and hearing. The employee frequently must stand, climb, balance, stoop, kneel, crouch, or crawl and may occasionally use taste or smell. The employee must occasionally lift and/or move objects weighing up to 50 pounds.
Work Environment:
Work is performed in an office setting or outdoor work environment with moderate noise levels. Work environment may involve exposure to physical risks, such as blood borne pathogens, hazardous chemicals, or operating potential dangerous equipment, and requires adherence to all safety protocols. Required work schedules may include evening, weekend, overnight shifts, extended hours, or irregular schedules as operational needs dictate.
