Job summary

The State of Wyoming’s Department of Environmental Quality seeks a capable supervisor to manage the SMURP within the Land Quality Division in Cheyenne. This role focuses on regulating uranium recovery and source material facilities to protect health and the environment.

The position oversees SMURP staff, coordinates licensing processes, and collaborates with legislators, agencies, and the public. Requires a science degree and experience in environmental regulation; extensive travel is expected.

• 3-5 years progressive work experience in the sciences with supervisory exposure.

Description and Functions

This position will manage Wyoming’s Agreement State Program, including the Source Material and Uranium Recovery Programs (SMURP). These programs are within the Department of Environmental Quality, Land Quality Division. This position will be responsible for managing SMURP staff and overseeing the regulation of uranium recovery and source material facilities within the State to ensure the protection of human health and the environment.

ESSENTIAL FUNCTIONS

• Implement plans and goals of the Wyoming/NRC Agreement State Program, ensuring that the DEQ mission is met.
• Organize, plan, and oversee all SMURP staff activities.
• Assign staff to coordinate and oversee the licensing process and initiate and track enforcement actions (Conference and Conciliation, Notice of Violation, Order, Settlement Agreements, etc.).
• Serve as lead on all Bond Forfeiture proceedings that occur within the Program.
• In cooperation with the Administrator, develop and revise policies, rules, regulations, and guidelines, and engage in planning efforts, budget matters, and personnel issues.
• Provide project management for special projects, including researching, editing, planning, and presenting results.
• Assist the LQD Administrator in budget preparation and budget management.
• Monitor Federal legislation and administrative activities relative to land quality and mining issues.
• Consult with legislatures, attorneys, engineers, and the public regarding land quality and mining issues.
• Represent the SMURP by consulting with high‑level officials in industry, at other state agencies, in the federal government, in non‑governmental organizations, and with members of the public.
• Present expert testimony on uranium mining issues during hearings and other legal proceedings.
• Serve as the initial point of contact for and subsequent liaison with the general public inquiries and complaints.
• Serve as the SMURP representative at conferences and/or meetings with other state and federal agencies.
• Participate in national and regional organizations as appropriate.
• Coordinate and perform Performance Management Initiative reviews of subordinate staff.
• Coordinate and participate in writing public announcements for LQD District staff openings and job descriptions.
• Arrange, coordinate, conduct interviews, and secure necessary DEQ approvals to hire new staff.
• Establish, coordinate, and track staff training as other state agencies, federal agencies, or private entities offer.
• Coordinate and complete special projects assigned by the DEQ Director or LQD Administrator.

Qualifications

Preference will be given to those having degrees in natural or environmental sciences or engineering.

KNOWLEDGE

• Knowledge of analytical methods and techniques as applied to radiation protection.
• Knowledge of principles and practices of management and administration, including budget development and control, planning, and personnel development, leadership, and management.
• Knowledge of uranium mining and reclamation processes and the ability to review technical information to issue sound permits that meet regulatory guidelines.
• Extensive understanding of Wyoming environmental law and NRC regulations.
• Knowledge of Wyoming environmental law as it relates to NRC and Uranium Mining; and permitting processes, federal environmental laws and requirements applicable to delegated programs, general understanding of regional environmental programs and requirements, general understanding of environmental laws of surrounding states; federal and state legislative processes; rulemaking procedures; case law interpretation; compacts and decrees to which Wyoming is a party.
• Skill in interpersonal relations as applied to interaction with representatives of industry, government, and the public, and the scientific community.
• Skill in dealing with complex concepts in an agile, comfortable, and competent manner.
• Skill in oral and written communication.
• Ability to manage technical staff in a team approach to meet agency goals.
• Ability to prioritize work quickly so that deadlines are met while maintaining quality.
• Ability to train and mentor staff.

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree (typically in The Sciences)

Experience: 3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor

OR

Education & Experience Substitution: 6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
