The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities. We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.

SPA has a need for a passionate and dedicated analyst focused on national security issues relating to the Navy's Undersea Warfare capabilities and responsibilities, including missions, platforms, payloads, and people.

Responsibilities

SPA has an immediate need for a passionate and dedicated individual with a demonstrated record of success in strategic communications, and external engagement and experience working on the Navy, Joint, or Combatant Commander staff level. This position fills a key role in the Undersea Security Programs' (OPNAV N975) core leadership team, and offers an opportunity to understand and communicate the full breadth of the portfolio of a critical office within the undersea warfare community. This individual will engage with senior leadership, subject matter experts, and policy makers to develop and communicate Undersea Security Programs' strategic plans and the implications of technical and operational analysis to senior Navy and DOD leaders. The individual will conduct analysis relating to sensitive and important undersea warafre security topics that will require coordination with the intelligence community, operational Navy commands, and technical experts.

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. DC Pay Transparency Range: $140k – $160k.

Qualifications

Required Qualifications:

  • A Bachelor's degree in a technical discipline or other relevant field (such as national security studies, political science, or military history). A Master's degree is highly desirable.
  • At least 5 years of professional experience that demonstrate proficiency in analysis, undersea warfare, strategic communications, or other relevant topics. Previous experience as a submarine officer or as a Navy or Joint Staff officer is desirable.
  • Demonstrated strong skill sets in research, writing, critical thinking, and analysis.
  • Excellent communication skills (both written and verbal), including the ability to summarize and communicate complex ideas and analytical findings to a variety of audiences.
  • US Citizen with the ability to obtain and retain DoD Top Secret security clearance with SCI.

Desired Qualifications:

  • Experience in developing strategic communications and external engagement materials for senior Navy, Joint, or Department of War leaders.
  • Experience directly interacting with, briefing, and advising DoD or armed service decision makers.
  • Experience working on the Navy (OPNAV or SECNAV), Joint, or Combatant Commander staffs in the area of planning, strategy or policy development.
  • Experience analyzing metrics and conducting operational or technical risk assessments or root cause analysis, especially in the areas of undersea warfare.
