Job summary

Culmen International is hiring a TSA Training Manager to lead the airport screening training program nationwide. You will oversee Security Training Instructors, OJT coaches, and training delivery while ensuring compliance with TSA requirements.

The role focuses on developing high-performing training teams, coordinating schedules, and maintaining rigorous documentation to support operational readiness in dynamic airport environments.

Qualifications

• Significant experience managing aviation security, transportation security, law-enforcement, or other regulated operational training programs.
• Experience supervising instructors and managing classroom, practical, and OJT programs.
• Demonstrated knowledge of adult-learning principles, training compliance, certification tracking, and remedial training.
• U.S. Citizen or U.S. National with ability to satisfy TSA background and suitability requirements.
• Ability to work onsite at the assigned airport.

Responsibilities

• Lead the airport's TSA screening training program and supervise training personnel.
• Coordinate new-hire, recurrent, remedial, and specialized training.
• Track training, certification, and compliance requirements with accurate records.
• Partner with TSA training personnel and Culmen leadership to align schedules and needs.
• Ensure training aligns with TSA SOPs and nationally developed requirements.
• Analyze training performance to identify gaps and develop corrective actions.
• Monitor instructor performance and ensure consistent delivery across shifts.
• Integrate training needs with operational staffing to minimize checkpoint impact.
• Provide management with training metrics, risks, and improvement recommendations.

About the Role

Culmen International is building a nationwide talent pipeline of experienced Training Managers to lead screening workforce training at future TSA Screening Partnership Program (SPP) airport locations throughout the United States.

This is an exciting opportunity for experienced training and security professionals who are passionate about developing high-performing teams, strengthening operational readiness, and creating a culture of continuous learning and excellence.

As a Training Manager, you will lead the airport's screening training program and oversee Security Training Instructors (STIs), Assistant Training Instructors (ATIs), OJT coaches, and the processes that support effective training delivery. You will help ensure screening personnel successfully complete required training, certification, recurrent training, remediation, and professional development while supporting the operational needs of a dynamic airport environment.

What You’ll Do in Your New Role

• Lead the implementation and management of the airport'sTSA screening training program.
• Supervise STIs, ATIs, OJT coaches, and other personnel supporting training delivery.
• Coordinate new-hire, recurrent, remedial, return-to-duty, and specialized training.
• Track training, certification, OJT, and compliance requirements while maintaining accurate and complete records.
• Partner with TSA training personnel and Culmen operations leadership to coordinate training requirements and schedules.
• Ensure training remains aligned with current TSA SOPs, directives, and nationally developed training requirements.
• Analyze operational and training performance to identify recurring gaps and develop corrective training.
• Monitor instructor and coach performance and promote consistent training delivery across shifts.
• Integrate training requirements with operational staffing needs to minimize impacts on checkpoint and baggage operations.
• Provide management with training metrics, compliance status, risks, and recommendations for continuous improvement.

Required Qualifications

• Significant experience managing aviation security, transportation security, law-enforcement, military, or other regulated operational training programs.
• Experience supervising instructors and managing classroom, practical, and OJT programs.
• Demonstrated knowledge of adult-learning principles, training compliance, certification tracking, and remedial training.
• U.S. Citizen or U.S. National with the ability to satisfy applicable TSA background and suitability requirements.
• Ability to work onsite at the assigned airport.

Desired Qualifications

• Prior TSA SPP training-management experience.
• Current or prior STI qualification.
• Prior TSO/STSO or other TSA screening experience.
• Formal instructor-development or adult-learning certification.
• Experience with TSA training systems and screening certification requirements.
