Job summary

American States Utility Services, Inc. seeks a Treatment Facilities Superintendent to oversee the operation and maintenance of water and/or wastewater treatment plants on military installations.

You will supervise personnel, ensure regulatory compliance, and drive preventive maintenance programs using CMMS while coordinating with the Utility Manager. The role requires extensive industry experience, strong leadership, and adherence to safety standards.

Qualifications

• High School diploma or equivalent; associate degree desirable.
• Extensive management, operation and maintenance experience in water/wastewater.
• Seven years in the water/wastewater industry, with ≥4 years in treatment.
• Licenses for water/wastewater or ability to obtain within 6 months.
• Cross Connection operator license if required.
• Strong verbal and written English communication.
• Proficient with computerized office equipment.
• Valid Driver’s License.
• OSHA safety training compliance required.
• Excellent math skills.
• Experience with SCADA and related software.
• Knowledge of hydraulics, chemistry and biology.
• Knowledge of plumbing; detect unusual/unsafe conditions.
• Understanding of treatment plant operation principles.

Responsibilities

• Supervise operations for water and/or wastewater systems.
• Oversee water treatment, wells, pumps, and purification equipment operations.
• Oversee wastewater system operations including lift stations and treatment facilities.
• Schedule daily operations of personnel.
• Ensure compliance with EPA/NPDES and other regulations.
• Develop and implement preventive maintenance programs using CMMS.

• Maintain water quality monitoring plans and regulatory plans.

• Oversee O&M contracts and external contractors as needed.
• Assist budget development and monitoring.

POSITION SUMMARY:

Accountability

The Treatment Facilities Superintendent is responsible for the maintenance and operation of water and/or wastewater treatment plant. The Treatment Facilities Superintendent also performs routine to complex technical assignments, including the supervision of water and/or wastewater treatment systems personnel, preparing work plans, assuring quality control, managing and tracking cost, ensuring safety programs and practices and maintaining good working relations among the team.

Essential Duties and Responsibilities

• Serves as the supervisor of operations for the water and/or wastewater system
• Oversees the operations and maintenance of the water treatment system and water supply facilities, wells, pumps, purification equipment, treatment facilities, reservoirs, motor control centers, automatic control valves and meters of all types.
• Oversees the operations and maintenance of the wastewater treatment system, including, but not limited to, lift stations, motor control centers, treatment facilities and maintenance of all equipment
• Coordinates and schedules the daily operations of the water and/or wastewater treatment personnel
• Ensures that systems, water and/or wastewater, meet all regulatory requirements for drinking water systems and/or discharge under the EPA or state NPDES requirements
• Using company specified CMMS software, develops and implements preventive maintenance programs for various water and/or wastewater facilities and equipment
• Ensures the safety of all operations by conducting safety meetings and inspections and providing documentation related to all safety issues
• Updates and executes water quality monitoring plan and operation plan to ensure compliance of regulatory requirements and achieve subsidiary water quality objectives
• Oversees reporting for compliance purposes that may include but not limited to State mandated Monthly and Annual Reports, Consumer Confidence Report, Public Health Report, etc.
• Oversees employee performance of assigned treatment plant rounds; inspect, monitor, troubleshoot, performance test and document plant processes by reading plant equipment gauges, dials, graphs, online analyzers, computer screens, meters, water quality monitoring, SCADA systems and other instrumentation
• Performs data analysis and prepares exhibits as requested by the Utility Manager
• Prepares system maps for sampling and flushing programs
• Develops and maintains an effective employee relations plan; supervises and evaluates the performance of assigned personnel
• Reviews general work orders, purchase requisitions and invoices related to operational activities for approval and reports any anomalies to the Utility Manager
• Supervises the administration of O&M contracts for the assets under their assigned responsibility and work performed by those outside O&M contractors
• Develops and oversees compliance with budgets and participates in development of same
• Responds to customer inquiries
• Communicates both orally and written, with local officials, company management/ staff, customers, and others
• Supervises all subsidiary water and/or wastewater operations and personnel to ensure the proper execution of water and/or wastewater service to the customer on a continuous basis, which meets all applicable local, state and federal standards
• Maintains customer service at a level that exceeds Customer expectations
• Responsible for the supervision of employee relations in a manner which ensures that company goals and objectives are met
• Responsible for the implementation of and compliance with the Company’s safety program applicable to operational activities
• Responsible for maintaining a positive relationship with all governmental entities within the jurisdictions of the subsidiary
• Responsible for fostering Employee Development and ensuring adequate training is provided to achieve appropriate skill levels and proficiency for conducting all operational tasks
• Travels as required by subsidiary needs
• Maintains an “Open Door” policy for employee communication
• Performs other duties as assigned

Minimum Qualifications

• High School diploma or equivalent required; Associate degree highly desirable. A college degree may substitute for up to four years of experience in the field
• Extensive experience in the management, operation and the maintenance of water and/or wastewater, the collection, the treatment, and the disposal facility
• Seven years of progressive water and/or wastewater industry experience, of which at least four years includes significant, advanced experience in wastewater and/or water treatment
• Must possess Water and/or Wastewater Treatment Licenses required for operation of the systems or have the ability to obtain such certification for systems supervised within 6 months
• When subsidiary organizational structure requires, must have a Cross Connection operator license. Ability to support complex projects
• Demonstrated effective verbal and written communication skills in the English language
• Proficiency in use of computerized office equipment and programs required
• Must possess and maintain a valid Driver’s License issued by the state where employed
• Must take and pass Federal OSHA and or State Mandated Safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory
• Excellent math skill
• Experienced with the use of SCADA systems and other operations related software systems
• Significant knowledge of hydraulics, chemistry and biology
• Knowledge of basic plumbing skills
• Recognize unusual, inefficient or dangerous operating conditions

PHYSICAL REQUIREMENTS MAY INCLUDE:

• Working in confined space
• Working in areas exposed to noise and chemicals. Work requires the use of appropriate PPE (e.g. hearing and chemical protection devices)
• Working in extreme weather conditions
• Lifting and carrying loads up to 50 lbs.

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
