Job summary

Air Mobility Command seeks a skilled administrator to plan and coordinate the operational execution of mobility missions valued at hundreds of thousands of mandays annually. You will work with AMC and partner units to ensure efficient movement and readiness.

Your duties include directing activities, preparing reports, and maintaining fleet and manpower data, with emphasis on complex problem solving and autonomous work planning under pressure.

Job description

The primary purpose of this position is to plan, direct, coordinate, and manage a wide range of activities associated with the operational execution of over 400,000 Military Personnel Appropriation (MPA) mandays worth approximately $150 million annually. [Continued in Duties section]

Conditions of Employment Continued:

May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours and perform duties as a member of the HQ AMC Contingency Support Staff (CSS) to meet wartime, contingency or emergency humanitarian airlift requirements. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

Position Requirements:

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Commanding knowledge of the operational functions, manning and organization of AMC gained AFRC and ANG unit aircrew and aircraft to include the required crew complements for each weapons system; Knowledge of the operations function, manning, and organization of active duty and ARC units in the Continental United States (CONUS) and overseas areas; knowledge of aircrew, aircraft, enroute support organization and enroute station capabilities/limitations, and the flow pattern of mobility missions that transit these locations to ensure overall mobility operations can be accomplished; Knowledge of and ability to use the Manpower MPA Manday Management System (M4S) software program, Global Decision Support System (GDSS), and Interactive Mision Record (IMA), as well as a working knowledge of Microsoft Office programs used daily in preparation of work products and reports; Knowledge of governing publications: Department Air Force Instruction 36-2619, Military Personnel Appropriation Manday Program.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the extensive rules, procedures and operations applied to air transportation to include AF and AMC Instructions, and ARC assigned combat airlift, strategic airlift and tanker aircraft capabilities and limitations. Comprehensive knowledge of the wide range of air mobility operational concepts, capability, manning and organization of the ARC, its headquarters and subordinate units. Knowledge of and skill in using the Global Decision Support System (GDSS), Interactive Mission Record (IMR), and Manpower MPA Manday Management System (M4S), as well as office automation software such as MS Word, PowerPoint, Excel, Access, etc. Skills in fostering teamwork and positive customer relationships among groups with diverse demands. Ability to analyze and resolve obscure and complex global problems by locating, assembling, and composing technical information into comprehensive reports, presentations, and correspondence. Ability to work with a high degree of autonomy to plan, organize, and execute complex work assignments to meet deadlines under pressure, while communicating effectively on progress and outcomes both orally and in writing.
