Job summary

State of Oregon is seeking a Transportation Operations Center (TOC) Operator to oversee daily transportation system operations in Portland, OR. The role involves incident response coordination, field communications, and ensuring traveler safety across Oregon.

Qualified applicants will have public contact and emergency communications experience, plus LEDS/dispatch responsibilities. This full-time position requires flexibility for extended shifts and various duty rosters.

Qualifications

  • Two years of public contact experience including gathering, relaying, and providing information and evaluating incidents.
  • One year of experience receiving and dispatching emergency requests using radio, telephone, or computer.
  • Note: Certified Emergency Communications Course may substitute for the one year of specialized experience.

Responsibilities

  • Monitor transportation system conditions, radio communications and weather conditions.
  • Implement incident and weather-related response plans.
  • Receive, input and notify crews about maintenance or repairs.
  • Dispatch staff and equipment and implement detour routes as needed.
  • Maintain familiarity with Statewide SOPs, emergency plans, and TOC systems.
  • Work extended hours, including nights, weekends and holidays.
  • Operate a multi-line phone system and a multi-channel radio system.

Job description

Position Title: Transportation Operations Center (TOC) Operator

Salary Range: $4,312 - $5,988

Position Type: Employee

Location: Department of Transportation Delivery & Operations Division – Region 1 Operations & Emergency Services Section / TOC Dispatch Portland, Oregon

As an operator, you will oversee the daily operation of the transportation system, respond to incidents that impact travel and coordinate both internal and external communications and services. Your quick decision-making skills will help keep field crews safe while enhancing the safety and mobility of travelers across Oregon. A day in the life
  • Monitor transportation system conditions, radio communications and weather conditions.
  • Implement incident and weather related response plans.
  • Receive, input and notify crews about maintenance or repairs.
  • Implement detour routes, including dispatching of staff and equipment.
  • Review and maintain familiarity with statewide and regional standard operating guidelines, emergency operations plans and TOC systems.
  • May be restricted to a workstation for long periods, sometimes in a close working area.
  • Subject to noise levels caused by equipment and radio transmissions.
  • May be required to work extended hours, including nights, weekends, and holidays.
  • May be required to work day shift, swing shift, flexible shifts, alternating shifts, nights and weekends.
  • Maintain continual and consistent alertness and attention to monitoring an answering a variety of technical equipment including a multi-line phone system and a multichannel radio system.
  • Routine exposure to multiple conflicting priorities that sometimes involve life threatening decisions and communicating with the public, often under confusing or crisis conditions.
Minimum qualifications
  • Two years of public contact experience that includes gathering, relaying, and providing information to others AND evaluating activities or incidents, and determining an appropriate course of action.
  • One year of this experience must include receiving and dispatching emergency requests using radio equipment, telephone, and/or computer.
  • Note: Successful completion of a Certified Emergency Communications Course may substitute for the one year of specialized experience.
Special qualifications
  • The successful candidate must become LEDS certified and maintain current certification within 90 days of hire.
  • Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

A background in emergency telecommunications (e.g., police, fire, 911) at a dispatch center.

Experience working with computer systems while using a multi-band radio system as well as other related software.

Experience with internal and external customers in person or over the phone who may be distraught, angry or confused.

Experience handling multiple tasks simultaneously and prioritize them.

Type at least 35 words per minute (wpm) or 4500 keystrokes per hour is desirable.
