Job summary

Mott MacDonald is seeking an experienced Program Manager to lead a major transportation infrastructure program in the Seattle region. The role requires strategic leadership, cross-disciplinary collaboration, and extensive delivery experience across rail, transit, and heavy civil projects.

The ideal candidate has 15+ years in transportation programs, 8+ years in leadership roles, and a strong background in design reviews, risk management, and stakeholder engagement.

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • 15+ years of experience delivering major transportation, rail, transit, heavy civil, highway, bridge, or other public infrastructure programs.
  • 8+ years in Project Manager, Program Manager, Construction Manager, or similar leadership roles.
  • Experience leading multidisciplinary teams through planning, design, stakeholder engagement, and project delivery.
  • Significant rail and transit experience, with elevated guideway experience strongly preferred.

Responsibilities

  • Provide overall leadership and strategic direction for a complex transportation infrastructure program.
  • Oversee design-phase activities, including final design review, design coordination, constructability reviews, and risk management.
  • Lead multidisciplinary teams and coordinate across engineering, construction, environmental, commercial, and project controls functions.
  • Manage program risks, budgets, schedules, governance, and performance reporting.
  • Oversee utility coordination, permitting activities, and third-party agreements.
  • Build and maintain relationships with public agencies, regulatory bodies, utilities, community stakeholders, and tribal representatives.
  • Drive issue resolution, stakeholder alignment, and informed decision-making throughout project delivery.
  • Promote a culture of safety, collaboration, accountability, and technical excellence.

We are seeking an experienced Program Manager to lead the delivery of a major transportation infrastructure program in the Seattle region. The ideal candidate is a strategic and collaborative leader with extensive experience delivering complex rail, transit, and heavy civil infrastructure projects. This individual will bring strong technical expertise, sound judgment, and the ability to align multidisciplinary teams and stakeholders to achieve successful project outcomes.

Role Responsibilities

Candidate Qualifications
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • 15+ years of experience delivering major transportation, rail, transit, heavy civil, highway, bridge, or other public infrastructure programs.
  • 8+ years in Project Manager, Program Manager, Construction Manager, or similar leadership roles.
  • Advanced degree and/or PE, PMP, CCM, or other relevant professional certification preferred.
  • Experience leading multidisciplinary teams through planning, design, stakeholder engagement, and project delivery.
  • Strong background overseeing final design, design reviews, constructability reviews, design coordination, and program-level risk management.
  • Significant rail and transit experience, with elevated guideway experience strongly preferred.
  • Experience managing permitting, utility coordination, third-party agreements, and complex stakeholder environments.
  • Proven ability to work effectively with public agencies, community groups, utilities, regulatory organizations, and tribal nations.
  • Strong leadership, communication, negotiation, and stakeholder management skills.
  • Strategic, solutions-oriented mindset with the ability to balance technical, commercial, regulatory, political, and community considerations.

The expected salary for this position is $185,000 - $226,000
