Job summary

Responsibilities

  • Oversee and review all construction projects within District 5 to ensure compliance with policies, plans, specs, and contract requirements.
  • Provide leadership, guidance, and mentoring to Construction Engineers; monitor performance and conduct evaluations.
  • Represent District 5 in meetings with officials, utilities, contractors, and the public; coordinate with stakeholders for project delivery.
  • Review final estimates, change orders, traffic control plans, erosion/sediment plans, and safety conditions for compliance.
  • Represent District 5 in design reviews and meetings; communicate district priorities and provide technical input.
  • Assist with implementation of district business plans and support special projects and emergency response activities.

Job description

Job Responsibilities

Monitors and reviews all construction projects within District 5 to ensure compliance with department policies, procedures, plans, specifications, and contract requirements. Reviews field operations, project documentation, and inspection records to verify work is performed in accordance with established standards and contractual obligations, resulting in quality project delivery. Investigates and resolves construction-related issues escalated to the district level. Serves as the district representative by meeting with elected officials, county and municipal representatives, utility companies, contractors, and the public to address construction activities, concerns, and project-related issues.

Provides leadership, guidance, technical support, and mentoring to Construction Engineers throughout District 5. Monitors engineering staff performance to ensure achievement of established goals, compliance with EPMS Performance Standards/Requirements and Performance Characteristics, and effective project oversight. Meets with Assistant District Construction Engineers (ADCEs) and Resident Construction Engineers (RCEs) to provide performance feedback, conduct annual performance evaluations, and identify development opportunities. Reviews and addresses personnel matters involving construction employees, including performance, conduct, and employee relations issues. Provides technical survey support and guidance for construction projects throughout District Five.

Represents District 5 by attending design field reviews, preconstruction and partnering conferences, project progress meetings, final inspections, safety and personnel meetings, and other project-related meetings. Provides technical input, coordinates with internal and external stakeholders, and communicates district priorities to support successful project delivery.

Reviews and critiques final estimate packages, change orders, traffic control plans, erosion and sediment control plans, utility submittals, general safety conditions, and other construction-related items to ensure compliance with department policies, specifications, and contract requirements. Communicates and coordinates with the Director of Construction throughout all phases of construction regarding change orders, claims, disputes, and other matters requiring review or approval.

Serves Title VI and Equal Opportunity Designee for District 5. Investigates Title VI and related complaints in accordance with 49 CFR Part 26.

Reviews and approves invoices for project-specific and work order consultant contracts to ensure accuracy, compliance, and timely payment. Ensures consultant payment invoices and performance evaluations are completed and submitted in accordance with department requirements. Reviews consultant proposals and serves on consultant selection committees as assigned.

Assists the DEA with implementation of the district business plan by monitoring progress, evaluating outcomes, and recommending process improvements to enhance operational efficiency and achieve organizational goals.

Coordinates and supports special projects and emergency response activities on behalf of the DEA, including hurricane response, snow and ice operations, and other emergency situations. Participates in emergency and inclement weather operations, which may require extended work hours, 12-hour shifts, and after-hours response.

Minimum And Additional Requirements

A bachelor’s degree in Engineering and eight (8) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside of normal scheduled work week especially during inclement weather and/or other departmental-related emergencies.
