Job summary

The South Carolina Department of Transportation is seeking an Assistant District Construction Engineer to support the District Construction Engineer in overseeing district construction functions, reviewing plans, and coordinating with CEI contracts and staff.

You will interact with SCDOT personnel, state and federal agencies, and the public to address inquiries and provide recommendations, including supervising the District Asphalt Manager and representing the department at public meetings.

Qualifications

• Bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and six (6) years of engineering or construction management work experience; or an approved acceptable equivalence.

Responsibilities

• Assist District Construction Engineer in managing district construction functions.
• Prepare responses to inquiries from SCDOT personnel, state and federal agencies, and the public concerning construction engineering.
• Review plans for proposed projects and make recommendations for improvement.
• Review, analyzes, and compiles data to advise District Construction Engineer on county construction personnel staffing needs, and manages CEI contracts.
• Represent the Department at public meetings and liaise with county and municipal officials.
• Supervise District Asphalt Manager and support Resident Construction Engineers.
• Provide expert testimony in court relating to engineering procedures.
• Manage construction related encroachment permit application reviews and assign to appropriate engineer.
• Perform other related duties as assigned.

Reviews, analyzes, and compiles data as necessary to advise District Construction Engineer on county construction personnel staffing needs, and manages Construction Engineering and Inspection (CEI) contracts required to meet those needs. Represents the Department at public meetings and serves as liaison with county and municipal officials. Supervises District Asphalt Manager and ensures the district office is effectively supporting the Resident Construction Engineers and the Department mission in pavement related matters. Provides expert testimony in court relating to engineering procedures. Manages construction related encroachment permit application reviews in the district, assigning their review to the appropriate Resident Construction Engineer, and ensures the reviews are completed in a timely manner. Performs other related duties as assigned.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
