Job summary

The South Carolina Department of Transportation is seeking a Project Manager with supervisory responsibilities to oversee roadway construction projects, ensuring work complies with plans, specifications and standards.

You will monitor projects for deficiencies, coordinate with contractors, inspectors and department leadership, and ensure safety, environmental compliance, and on-time, on-budget delivery.

Qualifications

• Bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management, or approved acceptable equivalence.
• Motor vehicle operator's license required.
• Ability to sit/stand for extended periods; travel may be required; outdoor work in various conditions.

Responsibilities

• Performs project management and supervisory duties for roadway construction projects to ensure compliance with plans and specifications.
• Monitors construction projects for compliance with plans, specs, and standards; notifies contractor and RCE of deficiencies and verifies corrective actions.
• Ensures inspection and sampling/testing requirements are met by qualified inspectors; prepares closeout documents and Final/As-Built plans.
• Serves as Department representative with contractors, the public, property owners, and utility reps; performs other related duties as assigned.

Job Responsibilities

Under general supervision of RCE and ARCE, performs project management and supervisory duties related to the management of roadway construction projects. Responsible for ensuring that all work is performed in compliance with plans and specifications. Monitors roadway construction projects for compliance with plans, specifications and standards. Notifies the Contractor and RCE of deficiencies and verifies that those issues are resolved appropriately. Ensures construction inspection and sampling and testing requirements are met or exceeded by qualified inspectors. Assists RCE in resolving construction conflicts to keep assigned projects on time and on budget. Ensures work on assigned projects is on accordance with environmental regulations and permits. Ensures work zone safety and traffic control requirements are met and that construction projects are safe for the Contractor, SCDOT personnel and the traveling public.

• Performs inspection duties on construction projects as a certified CEPSCI and SCDOT inspector, as necessary.
• Supervises and develops consultant inspectors.
• Ensures consultant inspectors are well trained and receive technical assistance and guidance as needed.
• Prepares, maintains and/or verifies the accuracy of all forms, checklists and spreadsheets associated with assigned projects.
• Assists in the preparation of closeout documents, to include Final/As-Built Construction plans.
• Serves as the Department representative when dealing with contractors, the general public, property owners, utility company representatives, etc.
• Performs other related duties as assigned.

Minimum And Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management; or an approved acceptable equivalence. A motor vehicle operator's license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
