Job summary

Job description

Company Description The Office of State Aid Road Construction (OSARC) administers Mississippi’s State Aid Road Program to support the construction and maintenance of secondary, non–state-owned roads and bridges across all 82 counties. OSARC manages the Local System Bridge Replacement and Rehabilitation Program, focusing on repair or replacement of the most critical bridges in the state. The office also oversees special transportation projects funded through the Federal Highway Administration and the Mississippi Development Authority. In addition, OSARC administers the FHWA’s National Bridge Inspection and Inventory program for approximately 11,000 county and locally owned bridges in Mississippi, ensuring safety and reliability of vital infrastructure.

Role Description The Transportation Engineer Team Lead is a full-time position based in Jackson, MS. This role works with county engineers and technical staff in planning, designing, and overseeing construction, rehabilitation, and maintenance projects for county and locally owned roads and bridges. Daily responsibilities include reviewing and approving engineering plans, specifications, and cost estimates; coordinating with county officials, consultants, and contractors; and ensuring compliance with state and federal standards, including FHWA requirements. The Team Lead monitors project schedules and budgets, provides technical guidance on structural and roadway design, and supports the administration of bridge inspection and inventory programs. The role also involves preparing reports, maintaining project documentation, and contributing to process improvements and policy development within OSARC.

Qualifications

  • Strong civil/transportation engineering foundation, including roadway and bridge design, construction methods, and materials.
  • Experience with transportation infrastructure programs, particularly planning and delivery of road and bridge projects in a public sector or similar environment.
  • Proficiency with engineering design and analysis tools (e.g., CAD software, structural analysis programs) and basic project management applications.
  • Knowledge of applicable state and federal regulations, design standards, and safety requirements related to highways and bridges.
  • Demonstrated leadership and team management skills, including mentoring, workload coordination, and performance oversight.
  • Effective communication and collaboration abilities for working with county officials, consultants, contractors, and internal stakeholders.
  • Strong analytical, problem-solving, and decision-making skills, with attention to detail and quality assurance in technical work.
  • Ability to manage multiple projects, prioritize tasks, and meet deadlines in a hybrid work environment.
  • Bachelor’s degree in Civil Engineering or a related field; Professional Engineer (PE) licensure in Mississippi or ability to obtain is highly preferred.
  • Relevant experience in transportation or structural engineering; experience with bridge inspection or inventory programs is a plus.
