Job summary

Horrocks is seeking a Transportation Engineer in St. George, UT to lead multiple projects from concept to completion. You will design freeways and highways, prepare plans and cost estimates, and work with a team of engineers, designers, and staff across offices.

The role requires a Civil Engineering degree, a PE licensure, and 5+ years in transportation. You will collaborate with clients and manage scope, schedule, and budget while delivering high‑quality results for our community projects.

Qualifications

  • 5+ years experience with plan preparation procedures and standards.
  • 5+ years experience in Transportation.
  • Professional Civil Engineering certification (P.E.).
  • Knowledge of Bentley OpenRoads Designer and related software.

Responsibilities

  • Design and analysis of freeways, interstates, interchanges, and roadways.
  • Prepare studies, plans, specifications, and cost estimates.
  • Coordinate with project managers, designers, technicians, and staff.
  • Lead a project team in design, modification, analysis, and constructability.
  • Interface with clients including state and local agencies.
  • Prepare proposals, scope, schedule, and budget for new projects.
  • Meet with stakeholders and coordinate resources across offices.
  • Ensure projects meet deadlines and budget, on time.

As a Transportation Engineer, you will be responsible for a variety of projects, taking ownership from start to finish.

What are the core responsibilities for the role?
  • Design and analysis of freeways, interstate highways, interchanges, urban and rural roadways, and shared-use trails
  • Prepare studies, reports, plans, specifications, and cost estimates for a wide variety of transportation projects
  • Coordinate and work with a team of project managers, design engineers, technicians, and support staff to successfully complete a variety of projects
  • Lead a project team consisting of engineers, designers, and field personnel involved in the design, modification, analysis, and constructability of water systems
  • Coordinate and conduct meetings with project stakeholders
  • Coordinate with office management and other project managers to share resources
  • Assist in proposal preparation including oral presentations. Also prepare the scope, schedule, and budget for new projects
  • Interface with clients including state and local agencies
  • Work on challenging assignments that include investigating, troubleshooting, and solving a wide variety of engineering and construction‑related issues
  • Prepare, review, and/or approve proposals, contracts, or cost estimates
  • Negotiate revisions, changes, and additions to contractual agreements with sub‑consultants, and clients
  • Lead efforts to ensure projects are completed satisfactorily, on time, and within budget.
  • Coordinate design activities to ensure installation and operations will comply with specifications, codes, and client requirements
  • Prepare reports and studies that present technical information in a clear and concise manner and meet client requirements
  • Perform independent reviews of work performed by others including calculations and drawing preparation
  • Take ownership of projects from start to finish
Qualifications, Skills, and Competencies:
  • Bachelor’s degree in Civil Engineering from an accredited college or university
  • 5+ years experience with plan preparation procedures and standards
  • 5+ years experience in Transportation
  • Professional Civil Engineering certification (P.E.)
  • Knowledge and experience with Bentley OpenRoads Designer, and other applicable software common to the field of transportation engineering
  • Excellent written and oral communication skills Willingness to work on projects locally or in workshare with other offices
  • Possess a proven history of meeting project deadlines and budgets
  • Excellent verbal and written communication skills with clients, staff, and management
  • Self‑motivated, detail‑oriented professional with strong organizational skills
  • A desire to grow personally and professionally with each project while working in a team environment to create designs and drawings supporting our client's overall project goal
