Job description

Transmission Telecom Planning, Advisor

In this role you will support and process complex technical Utility and Non-Utility work requests related to Telecommunication facilities and existing infrastructure throughout the Southern California Edison territory. These requests cover preliminary estimates, design and facility lookups, relinquishments, joint pole requests, substation projects, interconnection projects, all driven by IT, substation engineering, transmission, distribution, and related third‑party customers.

Responsibilities
  • Support the company’s electrical transmission, sub‑transmission, and distribution system by developing plans, identifying necessary resources, and providing cost estimates and options for facility construction.
  • Coordinate tasks with internal staff to ensure projects are completed correctly and on time, meeting industry design standards and safety regulations.
  • Oversee environmental permitting and planning for government, internal, and privately owned infrastructure projects.
  • Provide direction and support, assess and manage workload and performance of the team, and offer training when necessary. Review design contractor job packets and peer designs.
  • Identify system and field risks and evaluate risk‑reduction benefits of proposed mitigation projects. Provide design engineering, cost estimates, and project management activities for overhead and underground, transmission, sub‑transmission, and distribution systems from inception to closure. Monitor, forecast, schedule, and stay within division budget.
  • Lead the review of planning and system performance studies for compliance with prevailing standards and criteria.
  • Lead environmental planning and permitting work with a multi‑disciplinary team throughout the life cycle of a project, serving as the single point of contact for operations through the construction phase and supporting maintenance‑related projects.
  • Create and maintain integral system circuit mapping for overhead and underground facilities.
  • Perform field inspections to gather data for the planning and development review process and verify compliance with approved plans.
  • Manage the digital and geospatial records of Transmission, Sub‑Transmission, and Distribution assets to ensure accuracy and timely reporting to internal groups and outside agencies.
  • Ensure protection of physical, financial, and cybersecurity assets and properly manage private customer data, proprietary information, and confidential records with the highest standards of conduct and integrity.
Minimum Qualifications
  • Five or more years of experience in Electrical Utility Distribution/Transmission/Telecommunication Design, Distribution/Transmission/Telecommunication Line Construction, or Engineering discipline.
  • Possess a valid Class C Driver’s License.
Preferred Qualifications
  • Advanced knowledge of engineering principles, construction standards, and industry practices.
  • Experience designing and leading complex technical projects and making strategic decisions related to scope, impacts, policy, and implementation.
  • Proficiency with advanced design and planning tools (AUD, SPIDA, AutoCAD, Design Manager).
  • Experience providing technical oversight, reviewing complex designs, and ensuring quality and accuracy.
  • Experience managing multiple or sensitive projects under tight timelines.
  • Strong interpersonal skills with the ability to independently handle difficult stakeholder issues.
  • Strong cross‑functional coordination skills (operations, engineering, environmental, etc.).
  • Experience managing customer or stakeholder interactions in a technical, construction, or utility environment, providing clear information, addressing inquiries, and coordinating solutions.
  • Experience in training, mentorship, or performing as a team lead.
  • ROW acquisition and practices.
  • Knowledge of design standards for Transmission, Distribution & Telecom.
Additional Information
  • This position’s work mode is hybrid; the employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Employees are required to work and reside in the state of California unless otherwise noted.
  • Qualified applications with arrest or conviction records will be considered for employment in accordance with the Los Angeles County Fair Chance Ordinance for Employers and the California Fair Chance Act.
  • The primary work location is the Alhambra Combined Service Center (Alhambra, CA); candidates may also be asked to work for an extended amount of time at alternate work locations.
  • Position will require up to 25% traveling and being out in the field throughout the SCE service territory.
  • This position has been identified as an NERC/CIP impacted position – prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation and complete specified training before gaining un‑escorted access.
  • This position has an option for a 9/80 Alternate Work Schedule or 40‑hr/5‑day per week.
  • Relocation does not apply to this position.
  • The position requires testing; applicants who are identified to continue through the selection process will be invited to test via email. Reference relevant Information Guides for the following tests: EEI TECH (Test #5107).
  • As of July 1, 2025, this position falls within the representation of ESC Local 20.
