Job summary

HDR is seeking a Transmission Line EPC Program Lead to direct the transmission line scope within large infrastructure programs, coordinating with HDR staff and subcontractors to ensure alignment with design intent and constructability. You will oversee routing, engineering, environmental planning, and rights‑of‑way, while managing risk and coordinating with utilities and agencies.

The role requires a PE license, 10+ years of experience, and at least 5 years in project management, with strong MS

Responsibilities

  • Lead transmission line scope within large EPC programs, coordinating with contractor partners.
  • Advise clients on routing, permitting, constructability, and material strategy.
  • Plan, direct, and monitor execution of transmission line work with the EPC contractor.
  • Serve as primary interface between owner, engineering teams, and EPC contractor.
  • Coordinate with substation, real estate, and environmental teams for program integration.
  • Identify risks related to permitting, land access, and contractor execution; support mitigation.
  • Develop execution plans, processes, and tools for improved efficiency and transparency.
  • Oversee design and construction activities to meet client and QA/QC standards.
  • Direct and coordinate HDR staff and subconsultants; ensure adequate resources and communication.
  • Monitor scope, schedule, and budget; support change management aligned to program goals.
  • Engage with clients, utilities, agencies, and stakeholders for permitting and approvals.
  • Mentor staff on transmission line projects and programs.

Job description

Transmission Line EPC Program Lead
Responsibilities
  • Assume leadership responsibility for the transmission line scope within large, multidisciplinary EPC infrastructure programs, with a focus on technical delivery, coordination, and execution alongside contractor partners.
  • Advise clients on the technical, regulatory, and execution aspects of transmission line development, including routing, design, permitting, constructability, right‑of‑way, outage planning, and material strategy.
  • Plan, direct, and monitor all aspects of transmission line scope execution, working in partnership with the EPC contractor responsible for construction. Responsibilities include oversight and coordination of:
    • Routing and siting
    • Engineering (structures, foundations, conductor selection, line ratings)
    • Environmental planning and compliance
    • Right‑of‑way and land acquisition support
    • Procurement support and materials coordination
    • Construction support and field coordination
    • Outage coordination and commissioning support
  • Serve as the primary transmission interface between the owner, engineering teams, and the EPC contractor to ensure alignment on design intent, execution strategy, and constructability.
  • Coordinate closely with substation, real estate and environmental teams to ensure seamless integration across the broader program.
  • Anticipate and identify risks and issues specific to transmission line delivery, including permitting constraints, land access, material lead times, contractor execution challenges, and outage limitations. Support the client in issue resolution, risk mitigation, and timely decision‑making.
  • Develop and implement execution plans, work processes, and tools specific to the transmission line scope to improve efficiency, enhance coordination with the contractor, and maintain transparency.
  • Provide oversight of design and construction activities performed by others, ensuring compliance with client requirements, industry standards, and program QA/QC expectations.
  • Direct and coordinate a multidisciplinary team of HDR staff and subconsultants. Promote alignment through effective communication and ensure resources are in place to meet scope and contract requirements.
  • Monitor scope, schedule, and budget performance for the transmission line portion of the program, while ensuring conformance with contract documents. Support change management processes and ensure alignment with overall program goals.
  • Engage with clients, utilities, agencies, and stakeholders to support permitting, approvals, communication, and resolution of technical and execution challenges.
  • Mentor and develop staff working on transmission line projects and programs.
  • Perform other duties as needed.
Preferred Qualifications
  • Professional Engineering (PE) License
  • Significant experience in transmission line design and/or EPC delivery
  • Experience delivering or overseeing high‑voltage transmission line projects (115 kV–500 kV+)
  • Due to applicable government contract requirements, this position requires U.S. citizenship.
  • Strong understanding of transmission line design standards, permitting processes, and construction methods
  • Experience working collaboratively with EPC contractors or construction partners
  • Familiarity with alternative delivery models (EPC, P3, DBFOM)
  • Experience working within a Program Management Office (PMO) environment
  • PMP certification
  • Willingness to travel and support project and field coordination activities
Required Qualifications

  • A minimum of 5 years of project management experience
  • Familiar with Microsoft Office, estimating and scheduling software, project management software
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full‑time regular positions. Temporary and part‑time roles eligible for limited benefits.)
