Job summary

Douglas County, GA seeks a senior leader to oversee the Transit Services Division, including Connect Douglas fixed routes, paratransit, and multi-modal operations. Qualifications

  • Bachelor's degree in Planning, Transportation, Engineering, Public Administration or related field.
  • Five years of professional experience in the field, with at least two years in supervision.
  • AICP certification preferred or other related professional certifications.
  • Equivalent combination of education and experience may be considered.

Responsibilities

  • Manage all business and operational aspects of the Transit Department, including personnel oversight and financial administration.
  • Oversee staffing, scheduling, and supervision for all Transit Services operations.
  • Direct development of the annual budget and maintain financial control of expenditures, revenues, and grants.
  • Lead maintenance and stewardship of transit facilities, vehicles, assets, and equipment.
  • Ensure compliance with all federal, state, and regional transit requirements and administer the Drug and Alcohol Program.
  • Lead preparation for federal oversight reviews and manage grant opportunities with FTA, GDOT, and others.
  • Prepare and deliver reports, presentations, and data submissions for stakeholders.

SALARY: $123,165.12 ($59.21/hourly)

SUMMARY: This position performs oversight activities of the Department’sTransit Services Division, which offers transportation services to areacitizens and commuters.These servicesinclude the Connect Douglas fixed route bus service, paratransit services, anextensive, coordination and local support for express bus service operated bythe Georgia Regional Transportation Authority (GRTA). This position is alsoresponsible for management of the Douglas County Multi-modal TransportationCenter, and all associated facilities throughout Douglas County.This position also supports and participatesin transit planning and transportation demand management programs at the local,regional, state, and federal levels as required.This position is responsible for integratingand marketing all of the above-mentioned services into a successful, safe,efficient multi-modal Connect Douglas program operation that meets all local,regional, state, and federal requirements.

ESSENTIAL DUTIES ANDRESPONSIBILITIES
  • Manageall business and operational aspects of the Transit Department, includingpersonnel oversight, financial administration, service operations, and grantdevelopment to ensure efficient, cost--effective, and performance--driven transit service delivery.
  • Overseestaffing, scheduling, and supervision for all Transit Services operations,including recruitment, hiring, onboarding, training, and performancemanagement.
  • Directdevelopment of the annual budget and maintain strong financial control ofexpenditures, revenues, and grants, ensuring alignment with Board ofCommissioners’ policies and priorities.
  • Overseethe maintenance, utilization, and stewardship of transit facilities, vehicles,assets, and equipment.
  • Ensurecompliance with all federal, state, and regional transit requirements,including NTD reporting, DBE documentation, Certifications and Assurances, andadministration of the mandated Drug and Alcohol Program.
  • Leadpreparation for federal oversight reviews such as the FTA Triennial Review andensure timely completion of any required corrective actions.
  • Pursueand manage grants and funding opportunities with FTA, GDOT, and other agencies,and ensure proper administration of awarded funds.
  • Prepareand deliver required reports, presentations, and data submissions for county,regional, and state stakeholders.
  • RepresentDouglas County in coordination with MARTA, ARC, GDOT, SRTA/The ATL, GRTA, andneighboring counties to align transit planning, funding strategies, andregional mobility initiatives.
  • Directdevelopment and implementation of the Public Transportation Agency Safety Plan(PTASP) and ensure coordinated emergency preparedness with county and regionalpartners.
  • Leaddeployment and integration of transit technologies, relating to operations, real-time passenger information, mobile farepayment systems, and other intelligent transportation systems.
  • Managelong‑term fleetplanning, including supporting infrastructure development in coordination with appropriateagencies.
  • Overseecustomer engagement and community outreach programs to improve service quality,accessibility, and public awareness.
  • Directservice planning and evaluation using ridership data, performance dashboards,and operational metrics to optimize routes, scheduling, and system efficiency.
  • Manageprocurement processes and contractor performance in accordance with FTAprocurement requirements.
  • Monitorfederal, state, and regional policy changes and advise county leadership ontheir operational and financial impacts.
  • Ensurecompliance with ADA, Title VI, LEP, and equity policies, including performingrequired service equity analyses.
  • Maintainstrong working relationships with regional Transportation ManagementAssociations and professional organizations.
  • Performother duties as assigned.
QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/orEXPERIENCE:
  • Bachelor'sdegree or higher from an accredited college or university with major field ofstudy in Planning, Transportation, Engineering, Public Administration orrelated discipline
  • Preferred–emphasis on study in in transportationplanning and transportation demand management
  • Fiveyears professional related work experience in the field, minimum two years ofwhich were served in a supervisory capacity
  • Preferred - experience in transit operationsand planning
  • Anequivalent combination of education and experience may be considered
ELIGIBILITY REQUIREMENTS:
  • Minimum18 years of age
  • Ability and willingness to drive acounty vehicle
  • Mustmeet all eligibility requirements established by the Board of Commissioners
  • Must be willing to submit to random drug and alcohol screening as directed
CERTIFICATES, LICENSES,REGISTRATIONS:
  • Possess and maintain a valid Driver's License (Class C) and satisfactorymotor vehicle record (MVR)
  • Preferred- Certification from American Institute of Certified Planners (AICP) and/orother related professional certifications
